William & Mary Environmental Law and Policy Review
The Fourth Circuit Summary, begun last year, provides a summary of prevailing environmental decisions decided by the United States Court of Appeals for the Fourth Circuit since the last issue of the William and Mary Journal of Environmental Law. It does not cover every environmental decision of the Fourth Circuit during that time period, but only those cases which the editors believe to be of the most interest to our subscribers. The Fourth Circuit Summary will appear twice each year in the William and Mary Environmental Law and Policy Review for the most timely reporting.

In her recent book, The Beauty Myth,' Naomi Wolf discusses the phenomenon in which a woman links her identity to her physical appearance. Wolf presents the beauty myth as a sequel to the feminine mystique2 "discovered" by Betty Friedan.3 The feminine mystique depicts happy womanhood as a "modern" suburban housewife.4 The beauty myth, on the other hand, depicts the modern happy woman as physically perfect. 5 "The beauty myth tells a story: the quality called 'beauty' objectively and universally exists. Women must want to embody it and men must want to possess women who embody it."'

Beatings by men are the leading cause of injury for American women.' Many people ask why these women do not leave their batterers. The answer often has its roots in the crime of stalking. As the mother of a battered woman who was stalked and murdered by her abuser explains, "People ask 'Why don't battered women leave?' They get killed. That's why."2 Unwilling to relinquish control, "batterers [can] become stalkers, pursuing their victims after the victims leave the abusive relationship."3 Stalking is a problem faced not only by domestic violence victims or women in general. Virtually anyone can fall prey …
