This study examines the application of commitment procedures in one urban community in Virginia. The study investigated: the concordance rates of clinical recommendation for treatment and the outcome of the commitment hearing. the time lapse between detention of an individual and the hearing outcome. the presenting symptomatology and outcome. and the pre-detention compliance to treatment and outcome. The study's findings showed a concordance rate of 64% between clinical recommendation and outcome. It provided no significant differences in symptomatology/outcome, compliance/outcome, and time lapse/outcome. The lack of any significant findings seems to suggest that application of commitment laws might benefit from institution …

This study addresses the following two questions: (1) How does the Virginia General Assembly process bills which are proposed by local governments in Virginia? and (2) Are there identifiable factors in this legislative process which could be impacted by local governments to influence legislative outcomes? These questions are addressed by focusing on ten case studies of environmental issues contained in legislative proposals of six cities in Hampton Roads Virginia for the 1987, 1988, and 1989 sessions of the General Assembly. This dissertation explores the critical role played by the Norfolk Virginian-Pilot newspaper's editor, Lenoir Chambers, in moderating public opinion during Norfolk, Virginia's, 1958/1959 public-school closing.

In 1958 the nation's attention was focused on Norfolk. In an attempt to stymy judicially mandated integration, Virginia's Governor J. Lindsay Almond, Jr., supported by the powerful political organization of United States senator Harry Flood Byrd, Sr., ordered the city to close its public schools.

Norfolk was a major urban area. Over ten thousand students were displaced by the state action; and four months after the closing, three thousand students were still receiving no education. …
