The Illinois legislature's budget impasse has led to a series of measures cobbled together to keep the state operational and state employees paid. Late budgets, impasses, and failed budgets lead to government shutdowns. Government shutdowns mean government services can be put at risk, which, in turn, can harm the public. In considering the future, as politicians continue to or refuse to negotiate, default budget rules have been used to some success in other states by preventing a complete shutdown of the state in the face of an impasse. Environmental justice is gaining momentum throughout the country. As a result, industrial development can no longer be determined solely by the dictates of one agency or entity. Environmental justice requires efforts of all to participate in the decision-making process to determine how industry will develop in the future. This article traces the history and themes of the environmental justice movement and examines that movement's impact on industrial development. Specifically, the article focuses on how the environmental justice movement affects future source-siting decisions and its ramifications on the various levels of government and on the industrial development. The Costs Of Pollution Regulation: Economic And Policy Implications For Illinois, Charles H. Shanabruch

This article examines the economic implications of pollution regulation in Illinois. This examination begins with an analysis of the economic structure of Illinois and industries' role in this structure. The article then examines the impact that environmental regulation has on the economic structure, concentrating on its effects on industry. The article next examines government's role in environmental regulation and concludes with the proposition that in order to foster economic growth in conjunction with environmental protection, the State and industry must embrace pollution prevention.

Limits On State Taxation And Spending: Implications For The Illinois Constitutional Convention Referendum, J. Fred Giertz, David L. Chicoine

This Article considers the use of constitutional restraints on the state's power to tax and spend. The Article examines the effects of both traditional and specific limitations, and analyzes government growth rates, concluding that the traditional measures already in place in Illinois are adequate to control the size of state government without unduly restricting the state's ability to perform necessary governmental functions.
