On behalf of several grassroots community groups, the Environmental Law and Justice Clinic at Golden Gate University School of Law issues this report to publicize the Bay Area Air Quality Management District’s permitting and enforcement practices that insufficiently protect the public against harmful air pollution, including particulate matter (PM) and toxic air contaminants.

The Clinic’s investigation focused on the Air District’s oversight of three companies operating on Port of San Francisco-owned properties at Piers 92 and 94 in the City of San Francisco: CEMEX Construction Materials Pacific, LLC (CEMEX), Central Concrete Supply Co., Inc. Respect For Community Narratives Of Environmental Injustice: The Dignity Right To Be Heard And Believed, Helen H. Kang

Part I of this article covers the history of the shipyard at Hunters Point in San Francisco and, as told through stories and voices of residents, the disregard government agencies overseeing the cleanup showed the community. Part I also discusses the massive cleanup fraud that has prolonged the cleanup of nuclear contamination at the shipyard. Part II of the article connects environmental injustice storytelling to the dignity of communities overburdened by pollution.
