Prohibitions And Policy In The Global Gaming Industry: A Genealogy And Media Content Analysis Of Gaming Restrictions In Contemporary Russia, Pavel V. Vasiliev, Bo Bernhard
UNLV Gaming Research & Review Journal
In an era of widespread gaming expansion, Russia's recent decision to contract its gaming industry stands out as a global anomaly. This article explores factors informing the 2009 restriction of gambling venues in Russia to four remote zones. After a brief discussion of gambling prohibition history across cultures, a genealogical analysis of the origins and development of gaming laws in Russia follows. The authors then use a qualitative content analysis technique to examine the rationales for this contraction that were expressed in Russian news outlets between 2003 and 2010 - the period when the new restrictions were debated, voted on, …

The Eu As An Arctic Power: Analysis Of The Competence Of The Eu In The Arctic By Policy Areas, Armand De Mestral
Dalhousie Law Journal
The European Union is not generally perceived as an Arctic power However, the ever-expanding list of EU competences implies that it will have both an interest in participating in the governance of the Arctic and the authority to do so, should the seven Arctic states agree to make room. This development holds both challenges and opportunities for Canada and other Arctic states. The challenges stem from the factthat the EU will seek topromote the economic interests ofits Member States in resource extraction and freedom of navigation where Canada and Russia, in particular, have asserted strong national policies. The opportunities lie …
European Strategies For Energy Security In The Natural Gas Market, Boyka M. Stefanova
European Strategies For Energy Security In The Natural Gas Market, Boyka M. Stefanova
Journal of Strategic Security
This article examines the European Union's (EU) approach to energy security on the example of its natural gas imports from Russia, the largest supplier of gas to European markets. Two major projects, Nord Stream in the Northern and Western part of the EU, and Nabucco in South-Central Europe, demonstrate opposing energy security strategies, seemingly at odds with the EU objective of achieving energy independence from Russia. The question arises: Are these strategies sustainable? How can they be reconciled and pursued under a common policy? The main argument is that such conflicting sub-regional policy initiatives are amenable to progressive realignment and …

Learning From Libya, Acting In Syria, Caitlin A. Buckley
Journal of Strategic Security
The international community has reached an impasse. The violence committed by Syrian President Assad's government against opposition forces, who have been calling for democratic reform, regime change, and expanded rights, has necessitated a response from the international community. This article explores various ways the international community could respond to the crisis in Syria and the consequences of each approach. It compares the current calamity in Syria to the crisis in Libya and examines the international community's response to the violence perpetrated by Qaddafi's regime. It further analyzes reports, primarily from the UN and news sources, about the ongoing predicament in …

Arbitration Hurdles Facing Foreign Investors In Russia: Analysis Of Present Issues And Implications, Elliot Glusker
Pepperdine Dispute Resolution Law Journal
Russia has come a long way since the collapse of the Soviet Union in 1991, but there are still some structural reforms that need to take place in order to increase investor confidence. In 2007, one hundred billion dollars was invested in Russia from overseas, which represents a record for a developing market economy. However, direct foreign investment in Russia is still low compared to other European nations. Foreign investment is one of Russia's main strategies for improving the long-term health of the economy. There is a lot of promise for future economic growth, but some recent actions by the …
