Transgender student protections are at the center of the most recent debate about the scope of Title IX of the Education Amendments of 1972. Although LGBTQ+ rights and protections have greatly expanded under all areas of the law in the last thirty years, transgender student rights have most successfully advanced through the judicial system.

Through a close evaluation of executive, judicial, and legislative responses to this compelling policy issue, the development of transgender student rights is explored. Traditional public schools in Connecticut have been pushed out by newer options since the landmark Sheff vs. O’Neill decision, which called for the development of magnet schools. The influx of magnet schools to Connecticut has caused traditional preschools like the Trinity College Community Child Center (TC4) to experience more competition and lose potential enrollees and revenue. For this project, I sought to discover how the growth of magnet pre-k programs has influenced how families choose schools for their 3-to-5-year-old children. Connecticut has long struggled with the structure of school finance at the K-12 level. Over the past 45 years, the states' battles with reform have become even more apparent following two court cases, Horton v. Meskill (1977) and CCJEF v. Rell (2016). My study compares public responses to both case rulings and analyzes what these differentiations signify for state education reformers. The responses I analyzed are from individuals, such as parents, school board members, reform advocates, education lawyers, teachers, school administrators, and students. Forty-two states across the country have adopted the Common Core State Standards, a set of K-12 education benchmarks for English Language Arts and math designed to unify academic expectations and prepare students for college and careers. However, while state governments initially chose whether or not to adopt the standards, previous research has shown that successful implementation of this policy ultimately lies in the hands of local educators. Deferred Action for Childhood Arrival (DACA) recipients represent a new and somewhat unexplored population within the undocumented immigrant community. Having only been introduced three years ago, they live within a state of liminality, legally present in the United States for the first time but with the understanding that it can be stripped from them without a moments warning. DACA is an executive order announced by Obama in 2012, which stated that certain DREAMers (young undocumented immigrants who had been brought to the United States by their parents at a young age) would receive temporary relief from deportation, a work permit, …

The Common Core State Standards (CCSS) is an effort to minimize the learning gap between high- and low-achieving students in the United States by providing a set of standards all students must meet by the end of each grade level. Although 43 states have adopted the CCSS, there are varied opinions on whether this new reform will create positive change within America’s school systems. This research examined the opinions of citizens in Connecticut by analyzing written testimonies from a public hearing that took place in Hartford on March 12, 2014.
