Police departments, like all public agencies, are limited by their budgets and may struggle to recruit and retain qualified officers. In policing, a majority of the budget is spend on salaries, pensions, and benefits. This is increasingly important to look because we have seen calls for defunding the police over the summer of 2020 and certain localities like Chicago, Los Angeles, and New York City have made cuts to their police department. The Community Policing Model, despite being one of the most revered strategies used by police departments to interact with the general public, has presented several significant problems that trouble today's police officers. This paper discusses the compliance and measures taken by Summit County, Ohio police departments in their efforts to meet use of force policy standards set by the Ohio Collaborative Community-Police Advisory Board. This board was established by Kasich's Executive Order 2015-04K to create standards on what the departments' use of force or response to resistance policies should contain and determine the Ohio departments which comply with the certification standards.
