Trends In Killing Of And By Police: A Preliminary Analysis Commentaries, Franklin E. Zimring, Brittany Arsiniega

This comment reports a preliminary examination of variations over time in reported killings of and by the police. Most of the data we examine was collected from police departments by the Uniform Crime Reporting Program as part of a statistical compilation of lethal violence that has reported yearly since 1976. The data on killings of police officers includes all deaths of police reported by agencies as a result of attacks by other persons, and is a high priority for the Uniform Crime Report [UCR] system. The article presents the author's opinion on firearms and violence. Firearms and firearms control have never been an important issue in criminal law scholarship, even though firearms are used in many violent crimes and the criminal law is the principal mechanism used to regulate gun ownership and use in the U.S. Concern about violence and its control is the major reason for interest in firearms and firearms control, but what is not so clear is why a focus on violence emerged in the 1990s. Part of a special issue on why crime is decreasing. The writers discuss the extent and causes of the decline in life threatening violence in New York City over a five-year period. In its relative and absolute magnitude, the falls in homicide in New York after 1992 were by far the biggest in the city's postwar history. The patterns for homicide during the decline differ in terms of location, weapon, and demography. The patterns show that there are two separate trends in nongun and gun homicides. The decline in gun homicides could probably be attributed to police intervention, but the …

How Many Killings By Police, Franklin E. Zimring

This paper surveys six attempts to estimate the annual level of killings by the police in the United States by describing the three federal reporting programs and three crowdsourced websites' efforts to estimate the volume of killings.

I find that the actual totals of killings by police in 2014 and 2015 are around 1 000---almost exactly double the officially reported numbers that have been circulating for decades. The creative analysis by Bureau of Justice Statistics consultants shows conclusively that the existing federal systems miss about half of police killings and confirms that crowdsourced estimates close to 1000 are correct.
