In response to recent and historic traumatic events that caused distrust and strained relationships between law enforcement and their communities, the U. S. Department of Justice, Office of Victims of Crime (OVC), selected five demonstration sites to invest in restorative and healing activities to repair community-police relationships.

The International Association of Chiefs of Police (IACP) worked closely with the sites over the three-year grant period to improve relations through evidence-based interventions, technical assistance, and peer learning. This report describes: 1) the history and current state of the opioid crisis in East Baton Rouge Parish; 2) the current and planned efforts of the Innovative Prosecution Solutions for Combating Violent Crime and Illegal Opioids (IPS) grant to respond to the crisis; and 3) recommendations for criminal justice practitioners regarding the opioid crisis in our community. The goal of the IPS grant is to reduce opioid-related deaths by fostering interagency collaboration to disrupt local opioid supply chains, educate the community about the dangers of opioid abuse and addiction, and provide support for individuals with opioid use disorder.

The immense powers of the presidency and the vast array of global threats demand a physically and mentally capable president. To help ensure able presidential leadership, this report advocates reforms related to the 25th Amendment, including proposals for an “other body” to act with the vice president in certain circumstances to declare the president unable and a mechanism for officials to report concerns about the president’s capacity. The report also recommends new checks on the president’s authority to use nuclear weapons, such as procedures for notifying top national security officials when use is contemplated.
