Part of a special issue on the administration of juvenile justice. The writer contends that the misperception of increasing youth violence has resulted in a proposed national youth policy based on fear not fact. Juvenile crime statistics have actually fallen in recent years, and, more importantly, there has been no sustained trend of increase or decrease in youth violence over the past 20 years. Selectivity And Racial Bias In A Mandatory Death Sentence Dispensation: A South African Case Study, Franklin E. Zimring, Johannes Van Vuren, Jan H. Van Rooyen

This contribution reports an analysis of prosecution, sentencing, and execution data for the Republic of South Africa during the late 1980s. The data are of special interest for three reasons. First, we document the operation of a judicial system that was administering a death sentence statute that was essentially a mandatory model in cases of murder. Second, the statistics show a pattern of selectivity depending on the race of a homicide victim that is as extreme as any to be found in the world literature on the death sentence. The Scale Of Imprisonment In The United States: Twentieth Century Patterns And Twenty-First Century Prospects, Franklin E. Zimring

The article examines imprisonment within the U.S. during the 20th century and discusses what these trends portend for imprisonment during the 21st century. The author creates a scale by which imprisonment rates and criminal statistics are evaluated. Charts and graphs are used to illustrate the growth in incarceration rates that occurred progressively throughout the 20th century. Elements such as penal law, prisons being viewed as sources of capital, and more stringent criminal justice procedures are referenced as factors that have contributed to imprisonment. Empirical methods are used to examine how prison populations will change in the 21st century.

Investigating The Continuity Of Sex Offending: Evidence From The Second Philadelphia Birth Cohort, Franklin E. Zimring, Wasley G. Jennings, Alex R. Piquero, Stephanie Hays

This study uses data from the Second Philadelphia Birth Cohort to examine the natural history of sex offenders and their involvement in sexual offending through age 26. Several key findings emerged from our effort. First, only one in 10 of the 221 male and female juvenile sex offenders had a sex-related offense during the first eight years of adulthood. Second, 92 percent of all the cohort males with adult sex records had no prior juvenile sex offense. Third, a boy with no sex contacts but five or more total juvenile police contacts was more than twice as likely to commit …
