This Synopsis is an attempt to summarize legally significant events relevant to the law of the seas on a continuing yearly basis. This initial effort encompasses significant state, national, and international events which occurred between July 1, 1969, and March 15, 1970, indexed chronologically within each topic heading. The selection of the included events is arbitrary, due to the incompleteness of available resource materials and the lack of any established indices of significance. In spite of the economic and political importance, fishery problems are being dragged in by the back door, to face decisions by diplomats who, for the most part, lack the requisite interest and competence to solve such problems. Our nation faces a serious problem of congested recreational resources as a result of a rapid increase in population compounded by concomitant increases in urbanization and leisure time. These factors simultaneously increase the demand for more public recreational areas and reduce the amount of space available. Necessarily, this expending demand comes into conflict with the private property rights of those who hold title to lands particularly suited for public recreational purposes. Under the guise of protecting the benefits of indictment by grand jury and trial by petit jury for servicemen, on June 2, 1969, the United States Supreme Court set aside a rile of constitutional law which had endured since the adoption of the Constitution by the colonies. The management of "unwanted pregnancy" by the medical practitioner is changing radically in California and in the United States. This change is manifested by the rapid increase in the number of abortions being performed in accredited hospitals throughout the state. Before 1967, under the restrictive law in force up to that time, 1.8 abortions per 1,000 live births were performed in California hospitals. In the first year under the new Therapeutic Abortion Act, the statewide rate was 11.2 abortions per 1,000 live births. This note does not attempt to resolve the myriad constitutional, economic and social issues involved in the task of insuring a free press. It will, however, illuminate the main constitutional and economic problems involved in this process and demonstrate that the government has the power to formulate a substitute for the checks that were once provided by the competitive economic system. In 1960 Edmundo Aguirre, a citizen of Mexico, applied for an immigrant visa the American Consulate General, Tijuana, Mexico. In connection with his application, he delivered to the appropriate consular officer an affidavit executed by Anatalio T. Viloria in which the latter stated, among other thing, that "I am ready and willing to support the above named [Aguirre] in the United States, and I guarantee that HE will not become a public charge."
