Florida's Foster Care System Fails Its Children, Timothy L. Arcaro

This article will attempt to draw attention to the pervasive problem of child sexual abuse in foster care by identifying circumstances that contribute to sexual victimization. Hopefully the discussion will illuminate the plight of child victims of sexual abuse and generate discourse on a new paradigm of protection initiatives for foster children. Part I of the article will explain child protection proceedings and how children enter the foster care system. Part II will describe common characteristics of state foster care systems. Part III will discuss traditional notions of child sexual abuse and their illusory application in the context of sexual …

In 1991, four months after the collapse of the government of the Somali Democratic Republic, and the flight of its President, Mohamed Siyad Barre, the Republic of Somaliland was declared an independent state. The past decade has witnessed the struggle of the young state to resolve violent internal conflicts, to build sustainable peace among the different groups that constitute its population, to build a state that will sustain peace, and to rebuild an economy that will sustain the population. This article explores the use of advanced computer technologies to offer distance learning programs in United States law schools. It begins with an explanation of the original distance learning methods and differentiates them from current methods that incorporate computer-based technologies. The article also explains the different types of technologies available for use in distance learning and describes the model currently in use at the Shepard Broad Law Center at Nova Southeastern University ("Law Center"). Finally, it discusses the pedagogical and planning issues that arise when using this technology, the hardware that is required, and the costs associated with this type …
