Crowding (defined as more than one person per room) has been rising in California. The average household size (number of persons in the household) has increased as well. A number of observers believe that this increase in household size reflects a rise in crowding in response to the lack of affordable housing. Postconviction Dna Testing: Recommendations For Retention, Storage And Disposal Of Biological Evidence, California Attorney General

On January 1, 2001, a new postconviction testing law was enacted in California. This law, which provides a mechanism for inmates to seek postconviction DNA testing of evidence, creates a new safety check on our criminal justice system that will ensure wrongly convicted persons have the ability to prove their innocence through the use of newly developed technology. It is the goal of the Postconviction Testing/Evidence Retention Task Force and the California law enforcement community to offer full and fair access to postconviction testing for meritorious claims.

The California Land Conservation Act, better known as the Williamson Act, has been the state’s premier agricultural land protection program since its enactment in 1965. The Williamson Act preserves agricultural and open space lands through property tax incentives and voluntary restrictive use contracts. Private landowners voluntarily restrict their land to agricultural and compatible open-space uses under minimum 10-year rolling term contracts with local governments. In return, restricted parcels are assessed for property tax purposes at a rate consistent with their actual use, rather than potential market value.
