This survey provides an overview of employer expenditures for active and retired public employees and offers a description of health care cost containment activities between 1984 and 1985. In addition, the survey permits various comparisons of costs by employers for active employees and cost containment activities between 1984 and 1985. The purpose of these comparisons is to assess the extent of the change among public sector employers as it relates to the expenditure and management of funds for health benefits provided for public employees.

History:

The Law School was established as a department of Richmond College in 1870. In 1890 the family of the late T. C . Williams, who had been a devoted and valued Trustee, donated $25,000 as the nucleus of an endowment for the Law School. In recognition of this gift, the name of the School was changed to The T. C . Williams School of Law. At various times the School has received further generous gifts from members of the family of Mr. Williams. A substantial gift came through a bequest from Mr. T. C. How California Governs The News Media, Jon H. Sylvester

While California legislation is generally regarded as progressive, it is not immediately clear what "progressive" means when such democratic values as the right to information and the right to privacy conflict. This article surveys how certain state laws impact the operations of the print and broadcast news media. Laws affecting the media include a number of traditional subject areas, including constitutional law, torts, evidence, and civil, criminal and administrative procedure. The topics discussed herein are defamation, invasion of privacy, cameras in the courtroom, shield law (or "reporter's privilege"), publication of recorded conversations and pilfered documents, and legislation regarding open meetings …

Navigating the laws of how to properly submit a petition to be placed on a local election ballot can often be quite complex and contain many technicalities that can render the petition moot. As a result, many petitioners who lack the expertise in filling out all the requisite forms are left off the ballot. This Note examines the statutes and court decisions that have led to the current body of New York laws governing the designation petition process and discusses the constitutionality of removing a petitioner from a primary ballot due their omission in a cover sheet. The uniformity by which foster children are expelled from their foster homes upon reaching the age of maturity has dire consequences for them and society. With alarming frequency, such children are left homeless and often turn to drugs and prostitution as a means of getting by. This Note discusses the parameters of foster care rights by analyzing the policies and constitutional rights underlying the many current foster care laws. It then proceeds to highlight the ineffectiveness of the current rigid system of foster care laws and proposes a solution that adequately addresses the plight of such children. The Reagan Administration has been aggressively attempting to arrogate power to the Executive branch and to undermine the separation of powers in the realms of foreign affairs. To Chain the Dog of War shows that for decades the Executive branch has moved to appropriate Congress’ war powers. The Reagan Administration not only has continued that tradition, but also has attempted to erode the Judiciary’s power to decide questions of law and fact concerning human rights and liberty in international extradition cases involving political offenses. The Supplementary Convention to the Extradition Treaty between the Government of the United States of American and the Government of the United Kingdom of Great Britain and Northern Ireland, was signed on June 25, 1985, and transmitted to the U.S. Senate on July 17, 1985. This article will focus on the portion of the supplementary treaty which effectively eliminates the political offense exception, and on the statement made by the Legal Adviser to the Department of State, the honorable Judge Abraham D.
