To better understand California’s LGBT veterans’ needs, California’s Department of Veterans Affairs (CalVet) worked closely with the California LGBT Veterans Leadership Forum Planning Committee to convene the first state LGBT Veteran Leadership Forum. The forum was held September 26-27, 2014, at California State University, Sacramento. CalVet requested that the California Research Bureau (CRB) provide research consultation for pre- and post-event surveys, train facilitators, develop a specialized forum methodology and publish the results.
This white paper summarizes the results from the qualitative and quantitative data collected before, during and after the forum.

The women veteran population in the United States now exceeds 2.2 million. About 8 percent of these women live in California, for a population of more than 180,000. Women veterans have much in common with their male counterparts but have unique experiences and needs as well. Anticipating and addressing these needs is a growing focus of state and federal governments. One component of California’s response to the growing women veteran population is the California Women Veteran Survey, a biennial survey of women veterans living in the state. Governor Edmund G. Brown created the Interagency Council on Veterans (ICV) to improve how veterans’ services are coordinated across local, state and federal governments. To that end, the California Department of Veterans Affairs (CalVet) brought together governmental organizations in December 2011 and nongovernmental organizations in January 2012 to help CalVet do some preliminary planning for the ICV. In February 2012, CalVet Secretary Peter Gravett and Labor and Workforce Development Secretary Marty Morgenstern convened the inaugural conference of the ICV to discuss – among other topics – veterans’ service needs, gaps in veterans’ services, and obstacles to meeting veterans’ needs, as …

Privatization is a term that includes competitive contracting as well as deregulation, divestiture, franchises, grants and subsidies, leases, public/private partnerships, service shedding (where a private firm assumes the ownership, control and delivery of a service), sale of assets, and vouchers. The privatization of government services can be broken down into levels based on how much responsibility government turns over to private firms. The most common level is when government maintains overall responsibility of services but contracts out auxiliary services such as accounting, billing or data base maintenance. This survey provides an overview of employer expenditures for active and retired public employees and offers a description of health care cost containment activities between 1984 and 1985. In addition, the survey permits various comparisons of costs by employers for active employees and cost containment activities between 1984 and 1985. The purpose of these comparisons is to assess the extent of the change among public sector employers as it relates to the expenditure and management of funds for health benefits provided for public employees.
