The purpose of the investigation was to develop a better understanding of the hydrogeologic setting in the North Monterey County (North County) area and to quantify the various components of water supply and demand. The investigation also focused on the institutional and planning issues associated with the resource limitations and suggests possible responses to these limitations. The investigation was intended to provide the Monterey County Water Resources Agency (MCWRA), as well as the Monterey County Departments of Planning, Building & Inspection and Division of Environmental Health, with data essential to developing a ground water management plan and to support modifications …

An analysis of the historical cause of seawater intrusion in the Pressure Area of Monterey County. An annual overdraft of groundwater resources near the coast coupled with a seasonal cycle of over pumping created a reversal in the groundwater gradient and associated cones of depression. "Marine intrusion has occurred in the 180-foot aquifer in recent years as a result of overdrafts." (Bulletin 52, 1946, p.27). The only overdrafts on groundwater in the Salinas Valley were in the East Side and Pressure Areas. Facilitating Pre-Service Teachers To Engage Emergent Bilinguals In Productive Struggle, Benjamin T. Dickey, Jim Ewing, Melissa Caruso, Emily D. Fulmer
Journal of Multicultural Affairs
This study utilized a multiple case study with qualitative research to examine how Pre-service teachers (PSTs) might engage Emergent Bilinguals (EBs) in productive struggle—grappling to solve problems (Warshauer, 2015). The researchers created a rubric based on Warshauer’s (2015) case study to record the types of questions PSTs asked as they tutored fourth grade EBs. Warshauer (2015) claimed PSTs should allow students more wait time and ask questions. She referred to such questions as affordance and probing guidance, which facilitates productive struggle. This report recommends a number of adaptation strategies for California and local water managers to improve their capacity to handle change. Many of the strategies will also help adapt California's water resources to accommodate non-climate demands including a growing population, ecosystem restoration and greater flood protection. Several of the recommendations in this report are ready for immediate adoption, while others need additional public deliberation and development. Some can be implemented using existing resources and authority, while the majority will require new resources, sustained financial investment and significant collaborative effort.

The California Department of Water Resources (DWR) and the State Water Resources Control Board (SWRCB) are encouraging local and regional water management planners to establish integrated regional water management plans through the collaboration of planning efforts and project coordination. The intent is to encourage planners to implement projects focused on meeting multiple water resources needs on a regional basis. Jointly, both agencies are soliciting grant applications for Proposition 50 Chapter 8 grant funding, which was established to provide a fiscal tool to support integrated regional water management. There are no drawings of the site included in this documentation nor was the precise location and species of each plant type within the study area have not been documented or recorded. The study area encompasses approximately 650 acres.

The death penalty, or capital punishment, is the use of execution through hanging, beheading, drowning, gas chambers, lethal injection, and electrocution among others in response to a crime. This has spurred much debate on whether it should be used for reasons such as ethics, revenge, economics, effectiveness as a deterrent, and constitutionality. Capital punishment has roots that date back to the 18th century B.C., but, as of 2016, has been abolished in law or practice by more than two thirds of the world’s countries and several states within the United States. Plastic pollution has recently become a widely studied topic, yet research on microplastics has remained lacking for specific geographic regions. Microplastics are small plastics resulting from degradation or the dumping of raw material and can lead to deleterious impacts on the coastal marine environment and its organisms. To assess Malta’s coastal environmental health, water birds (inshore, offshore and pelagic species) were used as bioindicators by assessing the presence and abundance of plastic within their stomach contents. Several states have cited neuroscientific evidence to help justify new raise-the-age laws that raise the age at which offenders can be tried as adults. Neuroscience shows that adolescent brains continue to mature well into their 20s. How much influence neuroscience should have in determining legal policy, however, remains contested among experts.

The problem of marine plastic debris impacts all of the world’s oceans and requires all nations to respond. However, developing States require funds to improve waste management infrastructure and services in order to reduce marine debris at source. Plastics manufacturers and retailers globally must be incentivised to design products for the environment as well as for the collection and end-of-life treatment facilities available within the intended markets. Yet, knowing these dire consequences employees may still find themselves walking on a different path of business policy. St. Thomas Aquinas defines justice as “the habit whereby a man renders to each one his due by a constant and perpetual will” (Aquinas, 1948, II-II, q.58, a.1). Looking more closely at the definition, we see that justice resides in and perfects the rational will. By willing to be just we perfect our moral personhood. The European Union And The Establishment Of Marine Protected Areas In Antarctica, Nengye Liu

This paper examines how the EU can best use its powers to establish marine protected areas (MPAs) in Antarctica. It first discusses the EU’s role in Antarctic governance and legal basis for the EU’s actions, with particular focus on the pending Joined Cases C-625/15 and C-659/16 at the Court of Justice of the European Union. Secondly, the paper analyses the negotiation process of the EU’s MPA proposals in the Southern Ocean within the Commission for the Conservation of Antarctic Marine Living Resources. Thirdly, it provides suggestions regarding the EU’s potential actions that might help achieve proposed Antarctic MPAs.
