Few topics are currently more at the center of both interest and need than that of Dr. Stumpf's new book. The ship of democracy is being tossed by heavy seas. Many are looking for a haven of faith. They tell us that the ship cannot stay afloat unless it reaches the well-protected harbor of religion. It needs at least to be overhauled, they say, and made more seaworthy in that harbor before it braves again the heavy onslaughts which it must necessarily breast. We have just finished our 77th annual meeting of the American Bar Association. This meeting has, of course, been unique and unusually gratifying in that it was the occasion of dedicating the American Bar Center in which is lodged the American Bar Association's new headquarters and the American Bar Foundation research and library headquarters. You have all heard of this glorious accomplishment and every one who was there, I am sure, was thrilled because of the dignity, simplicity, and impressiveness of the ceremonies.

The statistics, and the author's conclusions, make good bolstering material because they are as authoritative as it is possible to obtain. Mr. Roalfe has a fine reputation among lawyers and librarians as a law library oracle, partly because of this training and experience, and partly because he never seems to have an axe to grind. Petitioner was a member of a firm of lawyers engaged in general practice in Binghamton, New York. The firm did enough work in federal taxation to warrant petitioner's specializing in this field, and his partners relied upon him to keep abreast of all significant developments in tax law. Petitioner attended the Fifth Annual Institute on Federal Taxation, conducted in New York City under the sponsorship of New York University and designed exclusively for practitioners and specialists in the tax field.
