This note will focus on the killing of dolphins in the Eastern Tropical Pacific Ocean (ETP) where the majority of fishing-related dolphin deaths occur. Part II will explain past and present fishing methods and discuss how the development of fishing technology has caused a serious depletion of dolphin stock at an alarming rate. Part III will address the United States' response to the situation through the promulgation of legislation designed to limit the total number of dolphins killed.
