In 2022, on the 40th anniversary of the Canadian Charter of Rights and Freedoms, I wrote a 5-part blog series that reviewed the Supreme Court of Canada’s s.2(b) jurisprudence. Those who participated in the 2022 protest convoy were exercising their rights under the Canadian Charter of Rights and Freedoms when the federal government declared an emergency, creating a large secure zone and dispersing the truckers’ demonstration. These rights, including and especially freedom of peaceful assembly, form the backdrop to consideration of the federal government’s decision to declare an emergency under the Emergencies Act and enact regulations for bringing the demonstrations to an end.

On Monday, January 28, 2013, I was privileged to table, on behalf of the NDP and in my capacity as Official Opposition Critic for Democratic and Parliamentary Reform, Bill C-470, An Act Respecting Democratic Constitutional Change.
