Today the electromagnetic spectrum is crowded with signal traffic used for just about every conceivable communications purpose, ranging from standard navigational time signals at the Very Low Frequency band to satellite communications at the Superhigh Frequency band. Between these two frequency extremes there are five other frequency bands — Low Frequency, Medium Frequency, High Frequency, Very High Frequency, and Ultra High Frequency — each of which can accommodate only a limited number of uses, and each of which is better suited for some uses than for others. I will contend that Fuller's secular or "procedural" natural law, as described by Moffat, does not cover the theoretical position that could be occupied by a substantive natural lawyer, that such a theoretical position is viable today, and that there are some key elements in Fuller's theory that actually conflict with substantive natural law and might therefore be criticized from that perspective.

My starting point is the assumption that there is no general obligation to obey the law, not even a prima facie obligation and not even in a just society. This assumption is perhaps becoming more popular. In recent years it has been defended by several writers. There is more that needs to be said in its support, but I will not attempt to do so here. Throughout 1981 visiting North American performance artist Richard Boulez offered his head as an exhibition space to a selected number of Sydney artists. The artists were invited to do a work attached to Boulez’s head on dates that coincided with exhibition openings at The Watters Gallery, Darlinghurst, Sydney. Mr Boulez would visit the artist’s studio or work place prior to the opening. After the artist had completed the work Mr Boulez and the artist concerned would travel by public transport to the particular opening at The Watters Gallery, then onto a coffee shop, restaurant or theatre before Mr Boulez would …

The work by Jon Cockburn exhibited in the Wynne Competition at the AGNSW (1981-82) was entitled Talking About my Childhood: Tacky, and this relief sculpture explores the fragmentation of self that accompanies shifting meanings of place. The work takes its title from an instance in 1981 when Joan Brassil, Judith Blackall and Jon Cockburn went to the Australia Hotel, at the Rocks, for a few beers after completing respective projects in their shared studio space (Cumberland Street). The separation of the lay and ecclesiastical courts complicated the law of succession as they drew a distinction between real and personal property. Laws pertaining to land were molded by royal courts of common law and equity, whereas laws relevant to succession of chattels were based on Roman and canonical law as interpreted by the ecclesiastical courts.

Between 1845 and 1980 the Portland waterfront between southwest Washington and Clay Streets, east of Front Street, metamorphosed from wilderness to trade center, to highway, to inner-city vacant lot. No place in Portland has more graphically illustrated the rapidly changing forces of the modern age in which the city has grown.

For much of its history this stretch of waterfront was mired in law suits. The struggles centered on public versus private ownership. Originally dedicated as public property, but left unimproved by the city, the waterfront was usurped by private investors. Eventually, private owners allowed their property to decay prompting …
