Scott, Acting Commissioner, Office of Indian Affairs, War Department, Confederate States of America, reported on March 8, 1862, the five-month efforts of General Albert Pike to make the nations and tribes west of Arkansas and south of Kansas the Confederate States' "firm and enduring friends, to contribute to their well being and prosperity, and to defend their country fro encroachments of the Northern people... ."
