The ultimate goals of this study were to determine ways to reconcile technology with public interest and to understand the relationship between what we know and how we feel about technology. To achieve the goals, related literatures were reviewed; the mechanism of technology development was described with empirical data; and human perception of technology was tested with a survey. The duality of technology that implied technological inherencies of technical reason and social meanings was the principle assumption of the study. Tin-based solder is ubiquitous in microelectronics manufacturing and plays a critical role in electronic packaging and attachment. While manufacturers of consumer electronics have made the transition to the use of lead-free solder, there are still a variety of reliability issues associated with these lead-free alternatives, particularly for high performance, high reliability applications. Because of these performance short-comings, researchers are still searching for a material, an alloy, or a unique alternative that can meet the thermal, mechanical, and electrical requirements for conventional reflow solder applications. This thesis presents an explicit consideration of the impacts of modeling decisions on the resulting maintenance planning. Incomplete data is common in maintenance planning, but is rarely considered explicitly. Robust optimization aims to minimize the impact of uncertainty--here, in contrast, I show how its impact can be explicitly quantified. Doing so allows decision makers to determine whether it is worthwhile to invest in reducing uncertainty about the system or the effect of maintenance. The thesis consists of two parts.
