Contemporary unmanned aerial vehicles (UAVs) are characterized by huge numbers, wide applications, frequent activities, and massive end-users. High standards of reliability and robustness of the software and hardware systems on board UAVs become imminent for safe operations. UAVs' operations are largely dependent on new technologies and external high-technology infrastructures. Among them, the low-altitude public air-route network is a key new type of infrastructure to ensure the safe and efficient operation of UAVs.
