This study aimed at improving the methodology for developing statewide non-motorized safety performance functions (SPFs). Due to lack of pedestrian and bicyclist counts, the methodology proposed a procedure for developing statewide surrogate non-motorized exposure measures using data that are available at statewide level. Eleven years non-motorized crashes at signalized urban intersections joining Arterial and Collector roads in Michigan were used to test the procedure.

The study also explored the use of Bayesian approach for modeling non-motorized crashes as an alternative to traditional classical count data models. Classical count data models that were considered as potential fit to the data include; …

The Highway Safety Manual (HSM) lists four different methods for determining the change in crash frequency in order of reliability. Currently, the Utah Department of Transportation (UDOT) uses the fourth reliable method. The goal of this research was to develop a tool that the most reliable method mentioned in the HSM could be used to perform life-cycle benefit-cost analyses. A spreadsheet program was built that performs the HSM's Part C Predictive Method for 11 different roadway segment types mentioned in HSM using Excel macros and Visual Basic for Applications (VBA) programming. In a follow-up to our previous study, the current work examines the gust-induced “cone of uncertainty” in a small unmanned aerial vehicle’s (UAV) flight trajectory addressed in the context of safety assessments of UAV operations. Such analysis is a critical facet of the integration of unmanned aerial systems (UAS) into the National Airspace System (NAS), particularly in terminal airspace. The paper describes a predictive, robust feedback-loop flight control model that is applicable to various classes of UAVs and unsteady flight-path scenarios. A recent alleged “drone” collision with a British Airways Airbus A320 at Heathrow Airport highlighted the need to understand civil Remotely Piloted Aircraft Systems (RPAS) accidents and incidents (events). This understanding will facilitate improvements in safety by ensuring efforts are focused to reduce the greatest risks. One hundred and fifty two RPAS events were analyzed. The data was collected from a 10-year period (2006 to 2015). Results show that, in contrast to commercial air transportation (CAT), RPAS events have a significantly different distribution when categorized by occurrence type, phase of flight, and safety issue. A Model Of Human Harm From A Falling Unmanned Aircraft: Implications For Uas Regulation, Andrew V. Shelley

This paper quantifies the human harm, in the form of fatalities and skull fractures, which could occur as a result of an unmanned aircraft falling from a height. The analysis is used to establish the maximum height at which an unmanned aircraft can be flown over people to achieve a level of safety consistent with the rate of ground fatalities from General Aviation. The maximum height is dependent on the aircraft mass and the population density of people on the ground below.

With the implementation of new roadway configurations, there is a great need to study the influence of the roadway design on the crash rate. Utah is one of the leading states in the implementation of the Diverging Diamond Interchange.

In order to determine the effects of the new roadway configuration on the safety of the intersection, this study employs an Empirical Bayes before-after study of the crash rates at selected Diverging Diamond Interchanges in Utah. The risk of fatigue on pilot performance and safety is well recognized in aviation. In response to increased safety concerns, the Federal Aviation Administration addressed fatigue risk for passenger airline pilots in Title 14 Code of Federal Regulations Part 117, which included accommodations to address fatigue related risk-factors such as circadian rhythm and the phenomenon commonly described as jet-lag. The rule became effective in January 2014. A survey was conducted in March and April of 2014 to better understand pilot perceptions of the new Part 117 rule. This study tested an ultrasonic sensor‘s ability to detect several objects commonly encountered in outdoor agricultural or construction environments: a water jug, a sheet of oriented strand board (OSB), a metal fence post, a human model, a wooden fence post, a Dracaena plant, a juniper plant, and a dog model. Tests were performed with each target object at distances from 0.01 to 3 m. The extraction of Bakken crude oil in the Williston Basin of North Dakota is transforming how petroleum is shipped. Before 2008, North American oil was carried primarily via pipeline from source regions to refineries along the Gulf Coast or to metropolitan areas close to consumers. The current pipeline system is ill-equipped to accommodate massive volumes of oil from this previously low producing region. The current issue in the process of transporting a patient from the operating room (OR) to the intensive care unit (ICU) is the risks involved with the IV stand being top-heavy due to two or three IV pumps weighing approximately 15 pounds each. This can lead to injury to the patient, or other personnel, if an instance occurred where the IV stand were to tip over. The designed restraint system must accommodate a wide range of DHM’s and ATD’s with and without PPE such as: helmet, boots, and body armor.
