Non-recurrent congestion is one of the critical sources of congestion on the highway. In particular, traffic incidents create congestion in unexpected times and places that travelers do not prepare for. During incidents on freeways, route diversion has been proven to be a useful tactic to mitigate non-recurrent congestion. However, the capacity constraints created by the signals on the alternative routes put limits on the diversion process since the typical time-of-day signal control cannot handle the sudden increase in the traffic on the arterials due to diversion. Traditional power systems were typically based on bulk energy services by large utility companies. However, microgrids and distributed generations have changed the structure of modern power systems as well as electricity markets. Therefore, restructured electricity markets are needed to address energy transactions in modern power systems.

In this dissertation, we developed a hierarchical and decentralized electricity market framework for multi-microgrid systems, which clears energy transactions through three market levels; Day-Ahead-Market (DAM), Hour-Ahead-Market (HAM) and Real-Time-Market (RTM). However, it is very time-consuming and resource-intensive when used to model large-scale data centers, and may not be ready for real-time thermal monitoring. An integrated access and backhaul (IAB) network architecture can enable flexible and fast deployment of next-generation cellular networks. However, mutual interference between access and backhaul links, small inter-site distance and spatial dynamics of user distribution pose major challenges in the practical deployment of IAB networks. To tackle these problems, we leverage the flying capabilities of unmanned aerial vehicles (UAVs) as hovering IAB-nodes and propose an interference management algorithm to maximize the overall sum rate of the IAB network. Wireless Sensor Networks (WSNs) are widely used for various civilian and military applications, and thus have attracted significant interest in recent years. This work investigates the important problem of optimal deployment of WSNs in terms of coverage and energy consumption. Five deployment algorithms are developed for maximal sensing range and minimal energy consumption in order to provide optimal sensing coverage and maximum lifetime. Also, all developed algorithms include self-healing capabilities in order to restore the operation of WSNs after a number of nodes have become inoperative.

The Mara River Basin (MRB) is endowed with pristine biodiversity, socio-cultural heritage and natural resources. The purpose of my study is to develop and apply an integrated water resource allocation framework for the MRB based on the hydrological processes, water demand and economic factors. The basin was partitioned into twelve sub-basins and the rainfall runoff processes was modeled using the Soil and Water Assessment Tool (SWAT) after satisfactory Nash-Sutcliff efficiency of 0.68 for calibration and 0.43 for validation at Mara Mines station. This dissertation aimed to improve travel time estimation for the purpose of transportation planning by developing a travel time estimation method that incorporates the effects of signal timing plans, which were difficult to consider in planning models. For this purpose, an analytical model has been developed. The model parameters were calibrated based on data from CORSIM microscopic simulation, with signal timing plans optimized using the TRANSYT-7F software. Independent variables in the model are link length, free-flow speed, and traffic volumes from the competing turning movements.
