The construction industry is suffering, in part, from a lack of training programs offered to the construction workforce. Unfortunately, most construction training and education research focuses on university student education. Integrating education science theory into construction workforce training has the potential to improve industry training but there is a dearth of studies that present details of this integration process. To address this gap, a training framework was developed to educate material stakeholders on material properties, selection, and installation. Highway work zones are prone to traffic accidents when congestion and queues develop. Vehicle queues expand at a rate of 1 mile every 2 minutes. Back-of-queue, rear-end crashes are the most common work zone crash, endangering the safety of motorists, passengers, and construction workers. The dynamic nature of queuing in the proximity of highway work zones necessitates traffic management solutions that can monitor and intervene in real time. Fortunately, recent progress in sensor technology, embedded systems, and wireless communication coupled to lower costs are now enabling the development of real-time, automated, “intelligent” traffic management systems that address this problem. The problem of price volatility as it pertains to material and labor is a major source of risk and financial distress for all the participants in the construction industry. The overarching goal of this dissertation is to address this problem from both viewpoints of risk analysis and risk management. This dissertation offers three independent papers addressing this goal. In the first paper using the Engineering News Record Construction Cost Index (ENR CCI), a predictive model is developed.
