Wood pellet production has become an advancing industry for the sake of reducing greenhouse emissions into the atmosphere especially, in European Union countries. Researchers and industry executives seek new methods and materials to improve the pelletization process. Transforming waste biomass materials into bio-oils in order to partially substitute petroleum asphalt can reduce environmental pollution and fossil energy consumption and has economic benefits. The characteristics of bio-oils and their utilization as additives of asphalts are the focus of this review. First, physicochemical properties of various bio-oils are characterized. Then, conventional, rheological, and chemical properties of bio-oil modified asphalt binders are synthetically reviewed, as well as road performance of bio-oil modified asphalt mixtures. Finally, performance optimization is discussed for bio-asphalt binders and mixtures. This review indicates that bio-oils are highly complex materials that contain various compounds. Development of local technologies is crucial to the sustainable energy agenda in resource-limited countries and the world. Strengthening local green technologies and promoting local utilization will reduce carbon emissions that could be generated during transportation and delivery of green products from one country to another. In this paper we developed bio-oil/diesel blends using a low-tech pyrolysis system designed for smallholder farmers in developing countries and tested their appropriateness for diesel engines using standard ASTM methods. Corn stover retrieved from smallholder farmers in Gayaza, Uganda were pyrolyzed in a batch rocket stove reactor at 350 °C and liquid bio-oil harvested. Bio-oil …
