Web archives, such as the Internet Archive, preserve the web and allow access to prior states of web pages. We implicitly trust their versions of archived pages, but as their role moves from preserving curios of the past to facilitating present day adjudication, we are concerned with verifying the fixity of archived web pages, or mementos, to ensure they have always remained unaltered. On The Use Of High-Frequency Surface Wave Oceanographic Research Radars As Bistatic Single-Frequency Oblique Ionospheric Sounders, Stephen R. Kaeppler, Ethan S. Miller, Daniel Cole, Teresa Updyke

We demonstrate that bistatic reception of high-frequency oceanographic radars can be used as single-frequency oblique ionospheric sounders. We develop methods that are agnostic of the software-defined radio system to estimate the group range from the bistatic observations. The group range observations are used to estimate the virtual height and equivalent vertical frequency at the midpoint of the oblique propagation path. Uncertainty estimates of the virtual height and equivalent vertical frequency are presented. Blockchain promises to provide a distributed and decentralized means of trust among untrusted users. However, in recent years, a shift from decentrality to centrality has been observed in the most accepted Blockchain system, i.e., Bitcoin. This shift has motivated researchers to identify the cause of decentrality, quantify decentrality and analyze the impact of decentrality. In this work, we take a holistic approach to identify and quantify decentrality in Blockchain based systems. The primary objectives of this thesis are (1) determine if the proper indicator organism is being utilized to determine the bacterial water quality in the State of Virginia. (2) If other environmental factors can predict the bacterial water quality. The current indicator organism of choice for bacterial water quality of waters in the State of Virginia is enterococci, for estuarine and brackish waters. E. coli is the indicator organism of choice for fresh waters in Virginia.
