The successive arrival of freight trains to the station performing border control of trains leads to a glut of adjacent sections by trains, mainly due to the employment of border guard brigades. Without the use of operational solutions in such conditions, the reserve of bandwidth is reduced and the need for locomotives is increased due to hot downtimes when the train station is not accepted for border control. The article developed a method for calculating the average downtime of a locomotive and the composition of a train at a turnaround point based on modeling in a pair train schedule. As a result of this, it is scientifically substantiated that strict adherence to the principle “trains do not expect a locomotive” will lead to a significant increase in the cost of locomotive hours at the point of turnover
