While there are many proposals for fixing congestion between San Francisco and Oakland in California by adding a new bridge or tube, these solutions will take decades to implement even though a solution is needed now. This thesis assesses sixteen different strategies for reducing congestion in the short-term in the four categories of improving transit, promoting carpooling, implementing intelligent transportation systems practices, and incentivizing alternatives to using the Bay Bridge. A comprehensive field investigation was conducted at Potrero Hills Landfill (PHL) located in Suisun City, California to quantify emissions of twelve (hydro)chlorofluorocarbons (i.e. F-gases). The specific target constituents for this study included CFC-11, CFC-12, CFC-113, CFC-114, HCFC-21, HCFC-22, HCFC-141b, HCFC-142b, HCFC-151a, HFC-134a, HFC-152a, and HFC-245fa. The majority of the F-gas emission studies have been conducted outside of the United States and very limited field landfill emission data are available in the United States. Because of historical usage of blowing agents in insulation foams including CFC-11, HCFC-142b, HFC-134a, and HFC-245fa, models reported in literature predicted high F-gas emissions from a landfill …

This thesis investigates the tensile performance of unconfined lap splices in specimens constructed from interlocking compressed earth block (ICEB) units. All lap splice specimens were constructed from hollow ICEB half units with one side grouting channel. ICEB units used in this research were exclusively produced from the Soeng Thai Model BP6 block press. The BP6 block press is currently manufactured in Thailand under the guidance and direction of the Center of Vocational Building Technologies (CVBT). Seismic pressures on displacing or rigid retaining or basement walls have been derived based on the original work of Mononobe and Okabe, who used a shake table to calculate dynamic pressures of displacing retaining walls existing in cohesionless soils. Since this original work was done over eighty years ago, the results of Mononobe and Okabe, colloquially known as M-O theory, have been applied to different conditions, including non-displacing basement walls, as well as changes in soil properties. Assessment of post-liquefaction residual strength is needed for the development of empirically-based, predictive correlations for earthquake engineering design. Previous practice commonly assigned negligible strengths to liquefied materials for engineering analysis, producing overly-conservative designs. Increasingly available case history data, and improved analytical tools have allowed for more accurate and less overly-conservative estimation of soil residual strength, improving empirical predictive models. This study provides a new case history to the limited suite of (approximately 30) liquefaction failure case histories available for post-liquefaction in-situ strength predictive correlations.

Growth media recycling during algae cultivation is necessary to increase the efficiency and reduce the cost of biofuel production from algae feedstocks. Without recycling media, the cost of algae based biofuel production would be prohibitively high and large scale algae based biofuel production would not be economically viable. The ratio of media recycled to media wasted assumed for algae farms is generally calculated to maintain salt concentrations below growth inhibitory levels, ignoring the influence of secondary metabolites which might decrease productivity. Variable speed limit (VSL) systems are important active traffic management tools that are being deployed across the U.S. and indeed around the world for relieving congestion and improving safety. Oregon’s first variable advisory speed limit signs were activated along Oregon Highway 217 in the summer of 2014. A water distribution system is composed of thousands of pipes of varying materials, sizes, and ages. These pipes experience physical, environmental, and operational factors that cause deterioration and ultimately lead to their failure. Pipe deterioration results in increased break rates, decreased hydraulic capacity, and adverse effects on water quality. A numerical model for the NCMA aquifer complex is presented. The objective of the study is to develop a numerical groundwater model for the NCMA aquifer system to enhance the understanding of subsurface groundwater flow. Infiltration, streamflow, pumping, and return flows are implemented to characterize the aquifer complex over time. The numerical model is calibrated to municipal and monitoring well data, average monthly water balances, and hydraulic contours. Biomass growth of the alga Nannochloropsis oceanica, cultivated outdoors in six pilot-scale raceway ponds, was monitored over the course of 1.5 years, at two different dilution regimes each season, to establish the effects on algal biomass productivity and concentration of dilution rate, pond water temperature, and solar radiation. The 4.5-m2 ponds were located in a mild, mid-latitude, coastal region (central California). Experimental conditions were operated in duplicates or triplicates with a consistent artificial seawater medium, pond depth, pH range, paddle wheel mixing speed, and replete nutrient conditions for the duration of the study. Strength Reduction Factor (R-Factor), often referred to as Response Modification Factor, is commonly used in the design of lateral force resisting systems under seismic loading. R-Factors allow for a reduction in design base shear demands, leading to more economical designs. The reduction of strength is remedied with ductile behavior in members of proper detailing.
