We develop a stream temperature model within the Soil and Water Assessment Tool (SWAT) that reflects the combined influence of meteorological (air temperature) and hydrological conditions (streamflow, snowmelt, groundwater, surface runoff, and lateral soil flow) on water temperature within a watershed. SWAT currently uses a linear air-stream temperature relationship to determine stream temperature, without consideration of watershed hydrology. As SWAT uses stream temperature to model various in-stream biological and water quality processes, an improvement of the stream temperature model will result in improved accuracy in modeling these processes. Fecal pollution is one of the major factors responsible for water quality impairments of rivers and streams, particularly organic-rich fine-grained lowland streams. While predicting fecal pollution is generally required in the development of water quality restoration plans like Total Maximum Daily Loads, no single model has been widely recognized as an efficient and effective tool for estimating fecal pollution. This dissertation develops a simple yet effective modeling approach, called Hydrograph-based Approach, to bacterial fate and transport modeling in lowland rivers. Very high traffic volumes may lead to extensive congestion during hurricane evacuations. Evacuation planners reduce this congestion by careful planning for multiple hurricane scenarios and assignment of evacuation routes and timing. This planning may be for naught if obstructions block key roadways. An advanced traveler information system (ATIS) may be used to guide evacuees to alternate routes, but how effective will that guidance be? Should the use of alternate routes be encouraged? How are drivers likely to respond to delays and information? Will information shorten or improve the reliability of travel times in emergency conditions? Integration of a dynamic evacuation …
