Climate change, understood as a statistically significant variation in the mean state of the climate or its variability, is the greatest environmental challenge of this generation (Intergovernmental Panel on Climate Change, 2001). Marshfield is already being affected by changes in the climate that will have a profound effect on the town’s economy, public health, coastal resources, natural features, water systems, and public and private infrastructure. Adaptation strategies have been widely recognized as playing an important role in improving a community’s ability to respond to climate stressors by resisting damage and recovering quickly.

This workshop is cosponsored by the Intermountain Oil and Gas BMP Project and the Colorado Water and Energy Research Center, with financial support from the Environmentally Friendly Drilling Project and the CU-Boulder Outreach Committee.
The Colorado Oil and Gas Conservation Commission (COGCC) recently initiated a rule making process to develop new, statewide regulations for baseline sampling and monitoring of groundwater near new oil and gas wells. COGCC’s first rule making hearing was held November 14; the rule is expected to be finalized December 10. Estimating Annual Precipitation For The Colorado River Basin Using Oceanic-Atmospheric Oscillations, Ajay Kalra, Sajjad Ahmad
Civil and Environmental Engineering and Construction Faculty Research
Estimating long-lead time precipitation under the stress of increased climatic variability is a challenging task in the field of hydrology. A modified Support Vector Machine (SVM) based framework is proposed to estimate annual precipitation using oceanic-atmospheric oscillations. Oceanic-atmospheric oscillations, consisting of Pacific Decadal Oscillation (PDO), North Atlantic Oscillation (NAO), Atlantic Multidecadal Oscillation (AMO), and El Niño–Southern Oscillation (ENSO) for a period of 1900–2008, are used to generate annual precipitation estimates with a 1 year lead time. The SVM model is applied to 17 climate divisions encompassing the Colorado River Basin in the western United States. The overall results revealed that …

The future of the planet may depend upon our ability to increase energy supplies even as we reduce carbon emissions. This conference will address how a low-carbon energy program might evolve with a particular focus on the American West. It will focus on the future of energy in the West--on a “managed transition” to a different energy mix, on the need to nest this effort in a framework that acknowledges interconnections, and on identifying the most salient opportunities to consider the legal, political, financial, and technical challenges.

Between 2001 and 2009 the Water Corporation constructed three flood-compensating basins on farmland in the Vasse and Sabina river catchments, upstream of in the city of Busselton. The basins are designed to reduce the risk of flooding in urban areas of Busselton by temporarily storing and then regulating runoff during flood events. This report fulfils the reporting requirements of a contract between the Water Corporation and the Department of Agriculture and Food. When asked what the top three issues of the Las Vegas region were, the reply was “water, water, water!" This was the result of a survey done a few years ago of Las Vegas Valley TV anchors. The reason for this response is that sustainability of the urban environments requires sufficient water resources as does population growth. Freshwater scarcity is a growing concern, placing considerable importance on the accuracy of indicators used to characterize and map water scarcity worldwide. We improve upon past efforts by using estimates of blue water footprints (consumptive use of ground- and surface water flows) rather than water withdrawals, accounting for the flows needed to sustain critical ecological functions and by considering monthly rather than annual values. We analyzed 405 river basins for the period 1996–2005. In 201 basins with 2.67 billion inhabitants there was severe water scarcity during at least one month of the year. This study quantifies and maps the water footprint (WF) of humanity at a high spatial resolution. It reports on consumptive use of rainwater (green WF) and ground and surface water (blue WF) and volumes of water polluted (gray WF). Water footprints are estimated per nation from both a production and consumption perspective. International virtual water flows are estimated based on trade in agricultural and industrial commodities. The global annual average WF in the period 1996–2005 was 9,087 Gm3 ∕y (74% green, 11% blue, 15% gray). Agricultural production contributes 92%. About one-fifth of the global WF relates to production for export. …

The increase in the consumption of animal products is likely to put further pressure on the world’s freshwater resources. This paper provides a comprehensive account of the water footprint of animal products, considering different production systems and feed composition per animal type and country. Nearly one-third of the total water footprint of agriculture in the world is related to the production of animal products. The water footprint of any animal product is larger than the water footprint of crop products with equivalent nutritional value. The average water footprint per calorie for beef is 20 times larger than for cereals and …

Surface mining, in the form of contour mining and mountain-top removal, is a common means for retrieving coal in the Appalachian Coal Belt region of Kentucky. Overburden or excess spoil generated by these two methods is placed in valley fills. Traditionally Constructed fills have been shown to adversely impact headwater ecosystems via stream burial and through alterations to the hydrology, sediment supply, water quality and biological composition of downstream reaches. This study aims to assess the link between fluoride content in groundwater and its impact on dental health in rural communities of the Ethiopian Rift. A total of 148 water samples were collected from two drainage basins within the Main Ethiopian Rift (MER). In the Ziway-Shala basin in particular, wells had high fluoride levels (mean: 9.4 ± 10.5 mg/L; range: 1.1 to 68 mg/L), with 48 of 50 exceeding the WHO drinking water guideline limit of 1.5 mg/L. Total average daily intake of fluoride from drinking groundwater (calculated per weight unit) was also found to be six times higher than …

Neste estudo, foram observados níveis de concentrações de poluentes atmosféricos da cidade de Curitiba, no período de novembro de 2003 a junho de 2008, da estação automática de monitoramento da praça Ouvidor Pardinho. O objetivo foi desenvolver uma metodologia de modelagem estatística que explique o número de notificações de doenças respiratórias registradas em idosos (acima de 60 anos) e crianças (abaixo de 5 anos). Além das concentrações de poluentes, algumas variáveis climáticas foram analisadas. Introduction: The hydrologic cycle can be subdivided into three phases: 1)Humidity is transported within the atmosphere and becomes precipitation, and 2) Water moves downhill until eventually reaching the sea while all the time 3) Evapotranspiration returns exposed moisture to the atmosphere. During its movement, flowing water transports suspended sediments and dissolved minerals to reshape landforms and redistribute the mineral composition of the earth's surface throughout geologic time. It is during the second phase that flowing water can be diverted for uses that generally add to evaportranspiration (through consumptive use) and transport (through waste disposal). The 2001 Nebraska Legislature passed LB329 (Neb. Rev. Stat. §46-1304) which, in part, directed the Nebraska Department of Environmental Quality (NDEQ) to report on groundwater quality monitoring in Nebraska. Reports have been issued annually since December 2001. The text of the statute applicable to this report follows: “The Department of Environmental Quality shall prepare a report outlining the extent of ground water quality monitoring conducted by natural resources districts during the preceding calendar year. Land treatment is categorized in the Resource Conservation and Recovery Act of 1976 (RCRA) as one of the land disposal options for managing hazardous waste constituents within the defined treatment zone before such constituents can be transported to surface water, groundwater, or air. Under the authroity of Subtitle C of RCFA, the U.S. Environmental Protection Agency has promulgated regulations governing the treatment and disposal of hazardous wastes in land treatment units (40 CFR, Part 264, Subpart M, July 26, 1982).
