The Air Operations Center (AOC) is a complex system of systems that is resistant to traditional engineering controls and management strategies. The US Air Force (USAF) seeks to transform its antiquated AOC Information Technology (IT) management function into an agile enterprise capable of leveraging cutting-edge technology by aligning the AOC's infrastructure with its organizational strategies and vision. The USAF calls this effort a transformation. Private industry calls it IT Governance. The performance of cellular manufacturing (CM) systems in a variable demand and flexible workforce environment has been examined using simulation modelling. Discrepancies between academicians and practitioners' findings with respect to flexibility and uneven machine utilization in CM systems are discussed. The views of two parties were incorporated in simulation models to rectify the existing discrepancies. While the results of this study confirm the previous findings of academicians regarding the deterioration of the performance of CM in a variable product mix situation, it appears that those results may be significantly influenced by considering a flexible workforce. This paper describes how to enable diverse enterprise customers for voice-data switch to achieve in configuration a balance among users, features, and perceived reliability subject to extremes of traffic. The analysis entailed the simulation of the voice-data switch with embedded priority system, generation of latency times for various configurations and transaction traffic rates, and the development of a framework and theoretical propositions for configuration of super-saturated systems.
