Learning through Computer-Based Activities Provides a Multi-Modal Approach in Which the User Can Select the Educational Media and Process. Effective Development of These Activities Requires an Understanding of User Interactivity. Traditional Assessment, Such as Test Scores and Subjective Surveys, Looks at End Results and Attitudes. In early 2002 the New England Environmental Finance Center hosted a series of roundtable discussions among municipal officials, residential developers, land trust representatives, and others about "Innovative Approaches to Land Conservation and Smart Growth". Among our observations was that for many of the over 20 conservation/development partnerships we discussed in the series, creation and maintenance of trust was central to success or failure of various stages of the partnership. This suggested a link between creation of trust and financial return for traditionally opposed project partners.
To further examine this matter, we interviewed 11 round table participants and asked questions about …

Why Toyota And Honda Topped The 2002 J.D. Power Quality Study, Susan Lightle, Kenneth Yale Rosenzweig, John Talbott

Toyota again topped the annual J. D. Power and Associates quality study released in late May of 2002. Toyota scored the highest mark ever with l 07 defects per l 00 vehicles, while Honda came in second with 113 defects. The study was based on responses of approximately 65,000 new car owners queried during their first 90-days of ownership.
These results do not surprise us, as we have been fortunate to make numerous sojourns to the Toyota plant in Georgetown, Kentucky, and observe the manufacturing processes. These trips were normally facilitated by a former Japanese student of ours, Minako Yanke, …

Task Allocation Via Multi-Agent Coalition Formation: Taxonomy, Algorithms And Complexity, Hoong Chuin Lau, L. Zhang

Coalition formation has become a key topic in multiagent research. In this paper, we propose a preliminary classification for the coalition formation problem based on three driving factors (demands, resources and profit objectives). We divide our analysis into 5 cases. For each case, we present algorithms and complexity results. We anticipate that with future research, this classification can be extended in similar fashion to the comprehensive classification for the job scheduling problem.

In e-marketplaces, customers specify job requests in real-time and agents form coalitions to service them. This paper proposes a protocol for self-interested agents to negotiate prices in forming successful coalitions. We propose and experiment with two negotiation schemes: one allows information sharing while the other does not.

Research has shown that application errors exist with variable–rate technology (VRT) systems. Consequently, using prescription maps for economic and agronomic analyses can generate misleading results. The intent of this article was to develop and validate a spatial data model for generating “as–applied” maps to support the advancement of precision agriculture practices. Previous research modified ASAE Standard S341.2 to include a 2–D matrix of collection pans to assess fixed–rate and variable–rate (VR) deposition of granular fertilizers and agricultural lime from a spinner disc spreader. The “as–applied” spatial data model uses GIS functionality to generate “as–applied” surfaces by merging distribution patterns and …

Sprawl is neither the ordained nor the inevitable outcome upon the New England landscape. A coordinated response to sprawl by the public and private sectors is possible, and could dramatically improve land use patterns and reduce the cost of local government. For the New England states, such a response would include, among other elements, legislation to eliminate existing gaps in the land use laws of each state – gaps that presently encourage or sanction sprawling development. It would also include incentives for municipalities to think beyond their borders and to act with greater efficiency and effect. It is the purpose …

Presently, most tabu search designers devise their applications without considering the potential of design and code reuse, which consequently prolong the development of subsequent applications. In this paper, we propose a software solution known as Tabu Search Framework (TSF), which is a generic C++ software framework for tabu search implementation. The framework excels in code recycling through the use of a welldesigned set of generic abstract classes that clearly define their collaborative roles in the algorithm. The Airline Quality Rating (AQR) was developed and first announced in early 1991 as an objective method of comparing airline quality on combined multiple performance criteria. This current report, the Airline Quality Rating 2003, reflects monthly Airline Quality Rating scores for 2002. AQR scores for the calendar year 2002 are based on 15 elements that focus on airline performance areas important to air travel consumers.

Leaders at the United States Coast Guard's Aircraft Repair and Service Center (ARSC) in Elizabeth City, North Carolina recently formalized their planning and analysis functions by adding a dedicated branch to their command structure. The Planning and Analysis Branch intends to apply computer modeling and simulation to study the impact of process changes to the various Programmed Depot Maintenance (PDM) lines. This research considers the applicability of this type of modeling and simulation, using ARENA to study the current HH-6OJ PDM process. The U. S. Coast Guard, much like the rest of the Armed Services, is facing a dramatic transformation of its forces to meet current and future service requirements. The Coast Guard has responded to this transformation by initiating the Deepwater System, a complete review of the offshore mission requirements and the modernization of its infrastructure. In particular, Deepwater will review and modernize the Coast Guard's aviation assets, improving aircraft systems, airborne sensors, and communications and information management systems. Several organizations within the Department of Defense, including the Air Force Civil Engineer, are actively engaged in strategic planning in an effort to create a roadmap for future capabilities and performance. The objective of this research was to analyze the strategic planning process of the Air Force Civil Engineer (CE) as well as the effectiveness of the Civil Engineer Strategic Plan (CESP). The methodology used to complete this analysis was conducted in two distinct phases: 1) process modeling and evaluation, and 2) performance measure evaluation.
