Quantifying Project Complexity To Resource Project Managers, Jereme R. Henrard Mar 2022

Quantifying Project Complexity To Resource Project Managers, Jereme R. Henrard

Theses and Dissertations

This research develops a multi-criteria decision analysis model to quantify project complexity and inform decision-makers in resource-constrained organizations with the Tyndall Program Management Office (PMO) as a case study. The complexity score is used as a risk metric to determine the appropriate number of skilled or novice project managers to effectively manage the PMO portfolio to mitigate cost and schedule overruns. The research provides an innovative approach to consider manning levels at the PMO and other project management-focused organizations/sections.

Air Force Project Risk Management – The Impact Of Inconsistent Processes, Eric J. Perez Sep 2016

Air Force Project Risk Management – The Impact Of Inconsistent Processes, Eric J. Perez

Theses and Dissertations

On the surface, the majority of Air Force units appear to be executing some form of project risk management (PRM). Deeper investigation exposes many of the PRM practices currently in place to often be ad hoc, and as such, have the potential to poorly inform decisions when risk data is escalated to the enterprise levels of the Air Force. Resultantly, there is inconsistency between the PRM processes practiced by Air Force units. This inconsistency is an indication of risk mishandling at the project level and erroneous risk data provided at the enterprise levels of the Air Force. It may be …

Overhaul Facility Planning And Control Tool Selection And Implementation Analysis, Santiago L. Martin Mar 2016

Overhaul Facility Planning And Control Tool Selection And Implementation Analysis, Santiago L. Martin

Theses and Dissertations

The Argentine Air Force Materiel General Directorate (AAFMGD) has initiated an effort to assure logistical support and to gradually increase the productivity and efficiency of related processes. Within the efforts of increased productivity and efficiency over the AAF Overhauling Facilities, the Planning and Control Departments (PCD) became targets for improvements. These departments are tasked with providing the best certainty and visibility of all assets within their facilities to feed the logistics pipeline, and better support air operations. This thesis, sponsored by the MGD, is focused on achieving improvements in the PCD processes, through an academically rigorous evaluation of confounding factors …

Systems Engineering Applications For Small Business Innovative Research (Sbir) Projects, Phillip J. O'Connell Sep 2012

Systems Engineering Applications For Small Business Innovative Research (Sbir) Projects, Phillip J. O'Connell

Theses and Dissertations

This research defined Systems Engineering applications for Small Business Innovative Research (SBIR) projects and answered five research questions addressing the essential elements and application of SE processes within the SBIR community. The research identified that current DoD and Air Force SE Policy do not specifically address SBIR projects. This research identified the need to tailor a SE approach for SBIR projects as overarching policy is not applicable in all cases. The culmination of this effort defined the current SE tasks applicable for the SBIR community.

Rapid Development: A Content Analysis Comparison Of Literature And Purposive Sampling Of Afrl Rapid Reaction Projects, Andrew R. Smith Dec 2011

Rapid Development: A Content Analysis Comparison Of Literature And Purposive Sampling Of Afrl Rapid Reaction Projects, Andrew R. Smith

Theses and Dissertations

In the current environment of military operations requesting faster delivery schedules to counter insurgent tactics, the engineering team often searches for how to quickly deliver the 80% solution, typically in 6-12 months. These are labeled rapid development projects. A content analysis of best practices in commercial product development literature, where time to market is often a driving factor, was accomplished showing varying emphasis of systems engineering technical and technical management processes. Technical Planning, Stakeholders Requirements Development, and Architecture Design were identified as important processes. This analysis confirms preconceived notions of plan upfront and early by emphasizing the SE processes of …

A Tailored Systems Engineering Framework For Science And Technology Projects, Stephen M. Behm, J. Bradford Pitzer, Jane F. White Mar 2009

A Tailored Systems Engineering Framework For Science And Technology Projects, Stephen M. Behm, J. Bradford Pitzer, Jane F. White

Theses and Dissertations

As government and industry becomes subject to a wider range of technology initiatives, science and technology (S&T) research project leadership recognizes the need to incorporate more systems engineering (SE) rigor into their projects. The objective of this research is to develop a tailorable systems engineering framework for S&T project planning, execution, assessment and transition. The key deliverable is an Excel-based tool instantiating the SE framework for a wide range of S&T projects in technology development organizations. It includes a report with tailored methods based on programmatic discriminants.
To develop this framework, a comprehensive understanding of SE principles is applied to …

Project Portfolio Management: An Investigation Of One Air Force Product Center, Bryan D. Edmunds Mar 2005

Project Portfolio Management: An Investigation Of One Air Force Product Center, Bryan D. Edmunds

Theses and Dissertations

Over the last two decades, reducing product development times in the DoD has been the focus of many committees, commissions, and research efforts. Despite the implementation of numerous recommendations, the DoD still struggles with long acquisition cycle times. This research is part of the Air Force Cycle Time Reduction Research Program (CTRRP), which grew out of the Cycle Time Reduction Action Plan, developed in 1998. This research focuses on the portfolio management (project selection and resource allocation) part of the CTRRP. The purpose of this research effort was to investigate the use of portfolio management within the Air Force. Specifically, …

Status Of Department Of Defense Architecture Framework (Dodaf) Implementation Within The Aeronautical Systems Center (Asc), Chad A. Millette Mar 2005

Status Of Department Of Defense Architecture Framework (Dodaf) Implementation Within The Aeronautical Systems Center (Asc), Chad A. Millette

Theses and Dissertations

The purpose of this research was to identify the current status of the use of the Department of Defense Architecture Framework (DoDAF) systems architecture products within the Aeronautical Systems Center (ASC) program offices. There are regulatory requirements dictating the creation of DoDAF products as annexes to programmatic documentation, such as the Joint Capabilities Integration Development System (JCIDS) requirement for systems architectures as annexes for acquisition milestone decision documentation. In addition, the DoDAF itself identifies several products as being highly applicable for the development of acquisition strategies. This thesis investigated the use of systems architectures, and particularly DoDAF products, within the …

Optimization Analysis For Design And Planning Of Multi-Project Programs, Victor D. Wiley Mar 1996

Optimization Analysis For Design And Planning Of Multi-Project Programs, Victor D. Wiley

Theses and Dissertations

Program Management concerns the long-term planning, coordination, and control of major technological, engineering, scientific, and/or developmental activities. In general, programs tend to be exceptionally large, consisting of several parallel or sequential projects or groups of projects. While many of the approaches developed for projects have been used in program management, there are critical differences between programs and projects. A key difference is the magnitude of programs, both in program duration and number of tasks to be coordinated. In addition, project parameters are driven by program decisions. While a large number of modeling efforts have focused at the project level, very …
