This research empirically investigated the differential effect of message framing on message recipients’ attitudes and intended behaviors related to pedestrian, cyclist, and motorist traffic safety practices. The framework empirically investigated time horizon (expansive vs. limited) and regulatory focus (prevention vs. promotion) message framing.

The time horizon in the message can make someone either think of the future (expansive) or the present (limited). For example, an expansive time horizon message communicates that life is long and directs the focus on the future. Falling Road Fund receipts have placed added strain on the Kentucky Transportation Cabinet’s (KYTC) already-underfunded highway program. Revenue declines have increased the urgency of improving the efficiency and cost-effectiveness of the Cabinet’s operations. One method KYTC can use to realize greater cost savings is improving the administration of construction projects. Effective field communication and administration helps control construction costs, enhances quality, and minimizes delays and claims. One challenge the Cabinet will need to confront to more effectively administer projects, however, is the loss of institutional knowledge associated with staff attrition. The objective of this study was to develop best management practices for exchange of information between the Transportation Operations Center (TOC) and the district offices and regional traffic management centers. Data collected for this study included: meetings with the Study Advisory Committee and key personnel within the Kentucky Transportation Cabinet at the central office and highway district offices; a literature review; a state website review; and telephone interviews with representatives from a few states.

This report documents the development and presentation of the workshop titled “Thinking Beyond the Pavement – A Workshop on Context Sensitive Design”. Work began on the workshop development in 1998 after the Kentucky Transportation Cabinet was selected as one of the pilot states to implement a training program for context sensitive design. The Kentucky Transportation Center at the University of Kentucky was selected to develop and deliver the training to state personnel and consultants who were commonly involved with project development. The training course was comprised of the following four modules:
