Nanoscale science and technology (nano S&T) are at the frontier of global strategic high-tech competition. After examining nearly 160 strategy and planning documents released by scientific and technological powerhouses from 2000 to 2023, the study finds ten common approaches adopted by the powerhouses to advance nano S&T as follows. (1) Recognizing nano S&T as a key area for the economy and global competition. (2) Establishing cross-department organizations to meet the cross-disciplinary nature of nano S&T. The European Union Aviation Safety Agency (EASA) continues to promulgate Safety Management Systems (SMS) across aviation organizations when it recently issued SMS requirements for EASA certificated Part 145 maintenance, repair and overhaul (MRO) organizations and Part 21 Design & Manufacturing (D&M) organizations. Currently, the Federal Aviation Administration (FAA) has no such rule in place for these U.S.-based organizations, which may challenge those doing business in countries where EASA policies apply. This paper presents a conceptual prototype of an efficient urban farming community that can be scaled for a single apartment building or an entire community across all global geoeconomics regions, including densely populated cities and rural, developing towns and communities. This first installment of the Journal’s U.S. space policy update will recap significant developments since the beginning of the George W. Bush administration. The formal mechanism chosen by the administration to deal with policy issues is the Policy Coordinating Committee (PCC) system, composed of high-level officials from throughout the executive branch. This system was established by National Security Presidential Directive (NSPD)-1, dated 13 February 2001, which set up 6 regional and 11 topic area PCCs, none of which addressed space issues.
