The solution to the water resource problems within the Salinas Valley had been known since at least 1946. The best solution, proposed at that time by the California Department of Water Resources (DWR), recognized that sufficient supplemental water could be developed within the basin recognizing the need to transfer water from the Forebay Area to the Pressure and East Side areas. The report was prepared as part of the Salinas River Basin Management Plan. The objective was to demonstrate computer applications to data analysis in the Salinas Valley. The report presented geological cross sections and provided a hydrogeological background of the cross sections with recommendations made for future investigations.

In order to fulfill Monterey County's need for a long-term water resources management plan to ensure good quality water, improve existing water quality, and to provide adequate water supplies, the county developed the Salinas River Basin Management Plan. The goal was to stop seawater intrusion, create a long-term balance between recharge and withdrawal, and to provide a sufficient water supply for Salinas Valley up to the year 2030.
