Members within the SAFE Patrol program have expressed concern that there is a lack of a clear understanding of the value or benefits of the SAFE Patrol program, both among various officials and the general public. The basis of this project is to explain the services provided by the program, and determine the value and benefit of those services. This evaluation report also serves to identify areas of improvement for the program. Traditional state procurement processes are not well-suited to the procurement of Intelligent Transportation Systems (ITS). The objective of this study was to analyze Kentucky’s existing procurement processes, identify strengths and weaknesses of each, and develop recommendations for a revised process (or processes) that would meet the unique requirements of ITS procurements. Four existing processes were identified, studied, documented, and assessed. The study also looked at design-build processes, both in Kentucky and in other states. Recommendations were developed for statutory changes to improve Kentucky’s ability to procure ITS technologies and systems.

Kentucky Transportation Center Research Report

This report describes the evaluation of an experimental incident detection system implemented within the Lexington / Fayette County area by the Lexington Fayette Urban County Government Department of Traffic Engineering. The incident detection system includes 5 different types of traffic monitors on 10 different locations throughout the county including interstate and limited access facilities and signalized urban arterials. The evaluation of the system was performed over a period of three months between June and August 2005. This report summarizes the implementation strategy and provides recommendations for future implementation and expansion of the system.

This report describes the development of a regional Intelligent Transportation Systems (ITS) Architecture for the five-county urban area under the auspices of the Kentuckiana Regional Planning and Development Agency (KIPDA). The architecture development process included the following steps: (1) Preliminary Architecture Work; (2) Inventory of Existing and Planned Projects; (3) Assessment of Regional Needs; (4) Development of Preliminary Architecture; (5) Review and Revision of Architecture; and (6) Delivery of Final Architecture and Documentation. Principal tools used in the development included the National ITS Architecture (version 4.0) and the Turbo Architecture software (version 2.0). This report presents a Maintenance and Operations Plan for Intelligent Transportation Systems (ITS) in Kentucky. It was developed using substantial stakeholder input and provides recommendations and specific strategies for supporting and coordinating ITS maintenance and operations activities throughout the Kentucky Transportation Cabinet.

A literature review and national survey helped to identify other states and urban areas that had already completed work on ITS maintenance and operations. From this information, best practices were developed that represented the lessons learned and practices implemented (or suggested for implementation) by these states. This report describes the development of Kentucky’s Statewide Intelligent Transportation Systems (ITS) Architecture. The process began with the development of an ITS Strategic Plan in 1997-2000. A Business Plan, developed in 2000-2001, translated the goals of the Strategic Plan into specific project recommendations. To develop the Statewide Architecture, the project team first inventoried all existing and planned ITS projects in the state. A project architecture was developed for each identified project, and these project architectures were then merged to form the Statewide Architecture. This report presents a Business Plan for Intelligent Transportation Systems (ITS) in Kentucky. The purpose of the Business Plan is to define ITS projects that are planned for implementation from 2002 through 2007. The list of projects contained within this document was developed using Kentucky’s ITS Strategic Plan, the ITS National Architecture, and stakeholder input.

This report presents a Strategic Plan for Intelligent Transportation Systems (ITS) in Kentucky. The purpose of this Strategic Plan is to offer a vision for ITS in Kentucky and to identify key goals for each functional area of ITS. Some of the fundamental elements of achieving the ITS vision are presented and discussed, including public relations and marketing, operations and maintenance, and organizational structure.

This plan serves as the foundation for development of a Statewide ITS Architecture and an ITS Business Plan, both of which are currently in progress.
