Critical minerals (CMs) are defined as crucial elements for the country's economy due to the development of new cutting-edge applications and the risk of an eventual disruption in their supply chain. The unique chemical and physical properties of the CMs have made these elements decisive in the growth of industries such as telecommunications, army, medicine, Aerospace, etc. In 2022, the US Geological Survey established a list of 50 CMs, including manganese, cobalt, nickel, aluminum, magnesium, and others. Of the total of CMs, 26 are 100% imported from outside the United States (Venditti, 2022).

Acid mine drainage (AMD) is a form of water pollution generated when water and oxygen come into contact with sulfide minerals, forming metal ions, sulfuric acid, and sulphates in solution. AMD is characterized by its toxic metals content and low pH, both of which are an environmental concern. The treatment of AMD separates the contaminants into a high-water content sludge. This sludge is a pure waste product under current evaluation for alternative uses as well as improvements to storage and treatment processes. The United States has approximately 22% of the world’s coal reserves. Since 1961, the electric power sector has been the major user of coal in the U.S., accounting for 91.9% of the coal consumed in the country in 2021. Sixty-two percent of total U.S. coal production in 2021 was sourced from surface mining, and Wyoming, West Virginia, Pennsylvania, Illinois, and Montana were responsible for 74% of this total production.

Acid mine drainage (AMD) is environmentally hazardous acidic water, which is continuously generated in large volumes at coal mining sites, typically when pyrite is exposed to oxygen and water. As its continuous migration under the geologic conditions, AMD tends to leach metal elements out from the surrounding minerals, leading to high concentrations of metal elements, like iron, aluminum, magnesium, manganese, lead, arsenic, as well as critical cobalt and rare earth elements (REEs). AMD must be treated and monitored to meet the effluent limits, under U.S.C §1251, the Clean Water act, before being discharged to receiving streams.

Rare earth elements (REEs) are crucial to many modern products used in both civilian and defense applications. Currently, a reliable supply of these elements is uncertain with the clear majority of REE production and refining occurring predominately in China. Furthermore, domestic ore deposits with commercially attractive concentrations of REEs are uncommon in the United States. As a result, the identification of a domestic supply of these technology metals is essential not only for manufacturing consumer merchandise but also for national security.
