Sociotechnological and geospatial processes exhibit time varying structure that make insight discovery challenging. This paper presents statistical model of systems with seasonal dynamics, modeled as a dynamic network, to address this challenge. It assumes the probability of edge formations depend on a type assigned to incident nodes and the current time. Time dependencies are modeled by unique seasonal processes. The model is studied on several synthetic and real datasets. Superior fidelity of this model on seasonal datasets compared to existing network models, while being able to remain equally accurate for networks with randomly changing structure, is shown. Low cost un-modulated continuous wave (CW) radar (CW Doppler radar) can be used to measure the speed of a vehicle. Traditionally, a radar gun, a lidar gun or a speed camera is used to capture a speeding vehicle. A radar gun can either measure the fastest vehicle or the vehicle with the strongest reflection. If a radar gun is used, a police officer must determine which vehicle has the speed shown on the screen of the radar gun. This research was motivated by the desire of a Fortune 100 retail company to track its customers' behaviors through the implementation of a low-cost indoor location system using received signal devices. Indoor location through received signal strength (RSS) is of low costs, yet it suffers from poor accuracy due to lack of direct line-of-sight, multi-path ratio propagation, and various interferences. To improve its location estimation accuracy, therefore, we propose a mathematical programming based propagation approach for RSS based location systems. A wide variety of real-world targets emit distinct acoustic signatures that not only distinguish them from one another but also provide spectral separation from background clutter. While acoustic signatures are distinct, they can also be highly variable, even for an individual target, making detection and tracking a challenging problem. This thesis presents a low-cost acoustic array using commercial off-the shelf (COTS) hardware to detect and track multiple small, moving, acoustic targets. It implements a cross-correlation method for calibration, delay-and-sum beamforming, CA-CFAR detection, a discrete Kalman filter for tracking, and nearest neighbor data association.
