Large agencies such as the World Bank, the Millennium Challenge Corporation, the United Nations, regional development banks (such as the Asian Development Bank), and philanthropic organizations (such as the Rockefeller Foundation) are actively engaged in water resources development in low-income countries. Why? And what metrics do they use to decide if the investments of hundreds of millions or billions of dollars in water infrastructure projects are justified? A colloidal system usually refers to when very small particles are suspended within a solution. The study of these systems encompasses a variety of cases including bacteria in ground water, blood cells and platelets in blood plasma, and river silt transport. Taking a look at these kinds of systems using computer simulation can provide a great deal of insight into how they work. Recently, the Utah State Office of Education (USOE) has accepted Basic Electronics, Classification of Instructional Programs (CIP) code 47.0105, as an elective to fill the required third science credit for secondary education (grades 10-12) students. The current Utah state core standards and objectives used for curriculum development in the Basic Electronics classes are now inadequate, as they are more than 15 years old, and designed specifically for students pursuing a technical career path. A formatting change to the document was implemented in 2008, but the standards and objectives were not changed.

Microalgae are the preferred crop for the production of biodiesel. Microalgae are microplants that have the ability to harness sunlight more efficiently than other plants and store 20-80% lipids per g of dry algae in their cells. Microalgae have the extraordinary ability to grow in brackish water or wastewater. Microalgae can be grown in municipal wastewater to uptake phosphorus and nitrogen and remediate the wastewater of these nutrients. Microalgae thus cultivated accomplishes a dual role of wastewater treatment and provides a sustainable feedstock for biofuels and other bioproducts.

The Manual on Uniform Traffic Control Devices (MUTCD) now specifies minimum retroreflectivity requirements. These requirements include an obligation for agencies to develop a strategy for maintaining compliance. With budget considerations, it is important that transportation agencies be able to efficiently assess the performance of their assets and adopt management strategies to comply with such requirements. Accurate experimental oxygen mass transfer coefficient, a measure of how quickly oxygen travels from a gas bubble to the bulk liquid, is important for comparing performance and for evaluating the oxygen transfer capability of a fermentor. Delays in probe response and changing gas volumes upon start-up of gassing affect the accuracy of oxygen transfer measurements. To mitigate these inaccuracies, a standard correction procedure for oxygen mass transfer data was established for highly oxygenated, well-mixed fermentation systems. Probe response time correction was generated by applying a second-order response model to dissolved oxygen probes and shown to be effective within 4%. By …

The Space Dynamics Laboratory has used internal funds to develop a prototype low-cost two-axis fine steering mirror (FSM) for space-based and airborne applications. The FSM has a lightweight 75 mm-by- 150-mm high-reflectance mirror, high angular deflection capability for along-track ground motion compensation and cross-track pointing, and a 70-Hertz bandwidth for small amplitudes to help cancel unwanted jitter. It makes use of off-the-shelf components as much as possible. Key performance parameters are: Clear aperture, 75 mm; elevation angle, ±15 deg (mechanical); azimuth angle, ±60 deg (mechanical); slew rate, greater than 75 deg/sec; bandwidth, 70 Hz; steady-state average error, about 1 arcsec; …

Effective management of the water resources of the Mississippi Alluvial Plain in eastern Arkansas involves understanding the nature of existing problems, estimating total water demands, predicting how much of the total demand can be provided by the underlying aquifer and available surface-water sources, and deducing how much water must come from alternate sources. Presented is a procedure for incorporating solute transport as linear constraints within computer models for optimizing regional groundwater extraction strategies. The MODCON modelling procedure uses linear goal programming, embedded linearized equations for flow and solute transport and a MOC simulation model. Assumed is 20 flow and solute transport and a dispersed conservative contaminant. The MODCON procedure develops steady groundwater extraction strategies that will satisfy future groundwater quality constraints while simultaneously causing future piezometric heads to be as close to current heads as possible. The procedure is applied to a 160 square mile area in southeastern Arkansas.

Hydro-meteorological instrumentation concepts are discussed. The necessity for an economic and reliable telemetering system is recognized and ways are shown how to achieve this objective. Particular discussion is given on total-precipitation and water-content-of-snow sensing. A method is also presented showing how to make isohyetal plots of telemetered precipitation information on an x-y plotter by use of a resistance paper method in conjunction with an analog computer.
