The diffusion of new technology that provides environmental benefits may require government incentives for a duration of time, especially when the technology is expensive. The Center of Systems Research and Education (CASRE) model is developed that analyzes the impact of incentives in sustaining new technologies to allow their social acceptance. The CASRE model includes both demand and supply variables associated with incentive policy to sustain new technology. The goal of this work is to design and construct a full scale lateral impact testing facility that is capable of recreating the damage that would be created by an overheight vehicle collision. This was accomplished by impacting a test specimen with an 8000 lbs. impact cart. The impact cart is raised on an elevated track and allowed to roll down the track with a change in height of 10 ft. Bonded fiber composite repair on damaged metal structures can be an effective method to restore load carrying capacity or increase damage resistance. Low velocity impacts can cause barely visible damage to the interior structure of laminated composites. Delamination between plies is of particular concern in these composites. Impacts may also create disbonds between the patch and metal substrate. A building-block approach was suggested to model impact damage to composite patches. Composite, adhesive, and metal substrate damage models were separately validated and then combined. Cohesive Zone theory modeled interlaminar composite damage and adhesive damage.
