Executive Summary

Kentucky constitutional and statutory law requires that a fair process be in place to let a property owner challenge a condemnor’s right to acquire private property, including a right to appeal the initial decision. Property acquired by a condemnor must be for public use, and property owners have the right to an immediate and expedited hearing on right-to-take. Two of these requirements will remain in place regardless of statutory revisions: the requirement that property must be needed (i.e., not arbitrary) for public use, and the right to one appeal. This manual describes the Crash Data Analysis Tool (CDAT), which can be used by KYTC staff and the agency’s work partners to securely access crash datasets. CDAT users can query and download data using flags stored during post-processing. Unlike KyOPS, however, CDAT’s location data are validated using geographic coordinates and several of county, route, and milepoint fields to ensure crashes are properly geocoded. CDAT grants access to data and information that can be used in conjunction with KYTC’s Data Driven Safety Analysis (DDSA) Implementation Guide to conduct highway safety analysis numerous KYTC processes. The city of Lexington has reached a critical shortage of affordable housing available to families earning 80% - 50% of area median income (AMI). This study focuses on how to grow the Lexington CLT into self-sustainability while also narrowing the affordable housing gaps in Fayette County. Current research offers support for the city’s affordable housing program to adopt the community land trust model (CLT). The research recommends using tools such as the Lexington CLT, the Lexington-Fayette Urban County Landbank Authority (LFUCLA), and Lexington’s Affordable Housing Trust Fund, along with new development incentives, to develop a housing strategy that is cost …

The models currently used to examine the behavior transportation systems are usually modespecific. That is, they focus on a single mode (i.e. railways, highways, or waterways). The lack of integration limits the usefulness of models to analyze the intermodal movement of freight. This project developed a GIS-based model of the three primary surface modes as well as intermodal connections. The resulting Integrated Freight Network Model (IFNM) accommodates highly detailed about shipping costs, transfer costs, traffic volumes (including non-freight auto traffic), and network interconnectivity properties. Enormous quantities of public money are spent on transportation infrastructure (TI). According to the Bureau of Transportation Statistics this infrastructure spend in the U.S. amounted to almost $90 billion in 2001. In most political spheres, when public money is spent, the public demands a measure of accountability. The dimensions of this accountability depend on the character of the political system that funds TI. In most participatory democracies, ultimate accountability is exercised through a balloting system that ensures elected officials represent, to some degree, stakeholder views and preferences. The abstracts of the 79 SPR reports completed by KTC researches for 2000-2005 were compiled. Seven projects were selected for value review to demonstrate the various types of benefits that accrue from SPR project research. This review compared objectives with results and described the nature of the benefits (some quantifiable). All of the projects were analyzed to determine: 1) the Kentucky Transportation Cabinet (and FHWA) goals supported and 2) the types of benefits that would reasonably be expected to accrue from implemented results of the research. This report provides a model for estimating the impact of highway projects on the environment and cultural amenities. The model was developed by the University of Kentucky Center for Business and Economic Research and was supported by funding from the Academy for Community & Transportation Innovation, a venture between the University of Kentucky, The University of Louisville, and the Kentucky Transportation Cabinet. This model provides a tool that transportation officials can use to examine any project’s impact on historic or environmental amenities.

Urban travel demand modeling in the United States has a rich history in both practice and academic research. The same cannot be said, however, of freight demand modeling despite the intermodel planning requirements of IS TEA and TEA21. In most instances, agencies responsible for state transportation planning (e.g. Kentucky Transportation Cabinet) have applied, in a limited way, the methodology developed for urban travel demand modeling (i.e., Urban Transportation Modeling System or UTMS 1) to the freight arena (see, for example, Black 1997). This report documents findings of the investigation of five different brands of panel edge drains installed in a test section along Interstate 81 in Roanoke, Virginia, from Milepost 154.148 to Milepost 156.11. Findings from this study indicated that closed core edge drains (Multi-Flow, Advanedge) are less likely to become damaged or distressed than the more open core drains (Contech, Akwadrain, Hydraway). Typical distress found in the more open cores was rolling over of the top row of support columns, fabric intrusion between support columns, and rolling up of the bottom row of support columns.

The Extended-Weight Coal Haul Road System, created by the Kentucky Legislature in 1986, consists of all roads which carry over 50,000 tons of coal in a calendar year. Trucks hauling coal on this system are authorized to exceed normal weight limits through the payment of an annual decal fee. A research study was initiated in July of 1992 to analyze the impacts of the extended-weight system.

This report documents a preliminary investigation of Kentucky Rock Asphalt (Kyrock) - as a road surfacing material. The indigenous bituminous impregnated sandstone was widely used as a premium quality skid resistant surfacing material during the first half of this century. Redevelopment efforts gained momentum during the 1960's, but for the last twenty years interest has waned.

Laboratory tests were conducted on the Kyrock to determine its applicability in bituminous surface mixes by blending Kyrock with virgin materials in a similar manner as adding recycled asphalt pavement. The findings indicated it was feasible to blend Kyrock and a continuation proposal was …
