Wrapping reinforced concrete (RC) columns with fiber reinforced polymer (FRP) composites is effective in increasing their capacity. The current state of the art concentrates primarily on fully wrapped columns and few studies dealt with partially wrapped ones. The objective herein is to evaluate the effectiveness of partial wraps (or strips) and to develop a confined concrete compressive stress–strain (fc − εc) model that accounts for partial wrapping. Executive Summary
- In median-involved crashes, the odds of a police-reported injury were estimated to be 42% lower on road segments with a cable median barrier (CMB) than on road segments with a concrete median barrier, and the difference was statistically significant [odds ratio 0.58, 95% confidence interval (0.43, 0.78)].

This study analyzes the costs and benefits of the Kentucky For-Hire operating authority, which is issued to all carriers who pick up and drop off freight in Kentucky on a for-hire basis. It reviews current statutory and regulatory requirements, calculates the costs and benefits of administering Kentucky For-Hire, reviews the legal history of trucking regulation and deregulation, reports on a survey of other states about their practices with intrastate operating authority, and proposes three alternatives to current policies. Traffic incidents in US roadways cause 25 percent of all delays experienced by users. The resulting congestion may lead to secondary crashes, increasing economic costs and further risking the lives of travelers. Traffic Incident Management is a process that detects, responds to, and clears traffic incidents as quickly as possible so that traffic flow is restored safely. Assessing subsurface characteristics and imaging geologic features (e.g., faults, cavities, low-velocity layers, etc.) are typical problems in near-surface geophysics. These questions often have adverse geotechnical engineering implications, and can be especially acute when associated with high-hazard structures such as large earthen flood-control dams. Due to the increasing use of deicing chemicals and the subsequent intrusion of chlorides into bridge decks, it is necessary to expand the use of available protective measures, including waterproofing materials. Waterproofing options that fall into three categories; 1) membranes (liquid and sheet systems), 2) friction polymers (laminates), and 3) polymer asphalts. This study assessed the waterproofing characteristics of these products. Prior to this study, no common test had been established to compare the performance of waterproofing products. Executive Summary
Fatalities resulting from traffic crashes in Kentucky increased from a low of 638 in 2013 to 834 in 2016 (a 31% increase), and there is not a full understanding of the underlying causes for this trend. This study analyzes fatal crashes using data from both Kentucky’s crash reports and the National Highway Traffic Safety Administration’s (NHTSA) Fatal Accident Reporting System (FARS) to identify countermeasures to combat increasing fatal crash rates. In addition, this study compares Kentucky’s crash reports to the fatal crash data in FARS to identify data inconsistencies and recommend procedures to eliminate these inconsistencies.

Adequate roadway lighting allows better driver visibility during nighttime conditions. Research studies show that lighted roadways on average experience 28 percent fewer vehicles crashes on all roadway types. Most state DOTs have historically used High-Pressure Sodium (HPS) lights for their roadside lighting programs due to their wide availability and relatively low purchase costs. However, the short lifespan of HPS results in frequent replacement, leading to high life cycle costs. Light-Emitting Diode (LED) lights consume less energy, demonstrate improved performance, and require less overall maintenance due to their longer lifespans. Aerosols of variable composition, size, and shape are associated with public health concerns as well as with light-particle interactions that play a role in the energy balance of the atmosphere. Photochemical reactions of 2-oxocarboxylic acids in the aqueous phase are now known to contribute to the total secondary organic aerosol (SOA) budget. Reflective cracking inevitably occurs when asphaltic concrete (AC) is placed over an existing unfractured Portland cement concrete (PCC) pavement. However, manufacturers state their products will mitigate reflective cracking, therefore extending the pavement life cycle.
To evaluate the performance of each manufacturer’s product, an experimental test section consisting of a southbound and northbound segment was established on US 31W in Louisville, Kentucky. The funding for this project will help track the performance of each product from the construction phase through the long-term monitoring phase. Hall Construction performed all work.

The Kentucky Transportation Cabinet (KYTC) currently uses several pipe culvert end treatments, including standard headwalls, slope and flared headwalls, sloped and parallel headwalls, and safety metal ends. These treatments, however, can pose a safety hazard to motorists and those performing landscaping work (e.g., mowing). Crash statistics from 2012 through 2016 for Kentucky reveal that 49 fatalities and 148 incapacitating injuries occurred in incidents where culverts/headwalls were coded as the first harmful event on the police report. Many of the maintenance and construction projects undertaken by the Kentucky Transportation Cabinet (KYTC) span late spring to early fall (April–October), with this period’s long days, abundant sunshine, and relatively dry conditions being ideal for performing work and minimizing delays from inclement weather. But this compressed timeline for accomplishing work introduces other challenges. Recent federal legislation and the Federal Highway Administration (FHWA) have directed state transportation agencies to identify potential vulnerabilities associated with extreme weather events and climate change, develop a risk-based asset management plan, and incorporate findings into transportation planning, design, and maintenance practices. The Kentucky Transportation Center and Kentucky Transportation Cabinet developed and led district-level workshops to elicit local expert knowledge on asset vulnerabilities to natural hazards. The objective of this report is to determine the most effective method for bridge deck overlay construction and repair by assessing current practices; examining new products and technologies; and reviewing NCHRP (National Cooperative Highway Research Program) guidelines, state standard specifications, ASCE (American Society of Civil Engineers) infrastructure ratings, and original bridge core chloride penetration data. The objective of this study was to analyze enforcement and adjudication of common commercial vehicle tax, credentialing, and safety offenses. This study examined violations of the International Fuel Tax Agreement and the Kentucky Intrastate Tax, Kentucky’s weight distance tax, Unified Carrier Registration, Kentucky size and weight laws, and federal safety regulations from 2004 to 2013. Statistical analysis showed declining conviction rates, increasing dismissal rates, and a drop in collections of court costs and fines associated with these offenses. Inspired by evolutionary game theory, the biological game of replicator dynamics is investigated for vibration control of bridge structures subjected to earthquake excitations. Replicator dynamics can be interpreted economically as a model of imitation of successful individuals. This paper uses replicator dynamics to reduce vibrations while optimally allocating the control device forces. The control algorithm proposed is integrated with a patented neural dynamic optimization algorithm to find optimal growth rate values with the goal of achieving satisfactory structural performance with minimum energy consumption. A model is described for hybrid vibration control of smart highway bridge structures subjected to earthquake loading.

Sewer systems have been recently recognized as potentially important exposure pathways to consider during vapor intrusion assessments; however, this pathway has not been well-characterized and there is need for additional information about the occurrence of volatile organic compounds (VOCs) in sewer systems. This paper reports the results of sewer gas sampling conducted in a sanitary sewer over the years of 2014–2017. Despite significant cutbacks to the funding allocated to state departments of transportation (DOTs), demand for accessible and reliable transportation has increased even as existing transportation infrastructure has continued to age. Falling gasoline tax revenues resulting from increasing fuel efficiency and technological advancements have prevented state DOTs, including the Kentucky Transportation Cabinet (KYTC), from funding and financing much-needed transportation projects. Light Detection and Ranging (Lidar) technology is a useful tool that can assist transportation agencies during the design, construction, and maintenance phases of transportation projects. To demonstrate the utility of Lidar, this report discusses how Lidar data can be used while performing quality control and quality assurance (QC/QA) of pavement grades along road segments where safety concerns have been identified (e.g., increased crash rates due to water ponding on the roadway). As harmful algal blooms begin to appear in unexpected places such as rivers in predominantly forested systems, a better understanding of the nutrient processes within these contributing watersheds is necessary. However, these systems remain understudied. Utilization of high-resolution water quality data applied to deterministic numerical modeling has shown that a 0.42% watershed area backwater riparian wetland along the Ohio River floodplain can attenuate 18.1% of nitrate discharged from local mixed-use watersheds and improves in performance during high loading times due to coinciding increased hydrological connectivity and residence times of water in these wetlands. Dust generation at an underground coal mine working face continues to be a health and safety issue. Prolonged exposure to high concentrations of airborne respirable dust can cause a debilitating and often fatal respiratory disease called Black Lung. In addition, the deposition of float dust in mine return airways poses a serious safety hazard if not sufficiently diluted with inert rock dust. A localized methane explosion can transition into a self-propagating dust explosion. Since dust is a byproduct of various mining activities, such as cutting and loading, crushing, and transportation, the dust-related issues cannot be totally eliminated. However, the adverse …
