Kentucky’s 14,000+ bridges are key nodes within the state’s surface transportation network. They facilitate the movement of freight, commercial vehicles, and personal vehicles alike. Historically, the Kentucky Transportation Cabinet (KYTC) has prioritized bridge maintenance projects using sufficiency ratings. These ratings are based on three factors — structural adequacy and safety, design obsolescence, and an asset’s importance within the roadway network. Although useful, sufficiency ratings do not account for factors that should be considered during the prioritization process (e.g., condition factors, risk). Adopting a comprehensive suite of methods to track, analyze, and maintain data on bridge construction costs can help state transportation agencies identify and implement strategies to mitigate the influence of factors which escalate project costs. This report discusses how the Kentucky Transportation Cabinet (KYTC) should approach updating, maintaining, and analyzing its bridge construction cost data. Based on a review of practices introduced at other agencies and interviews with public and private industry stakeholders, the report catalogues practical strategies for improving estimating procedures and tracking cost data as well as the most important cost drivers of bridge construction. Structural health monitoring has been utilized in numerous ways to investigate the performance and integrity of highway bridges. This paper highlights the use of six structural health monitoring systems, which were deployed to monitor distinct behaviors on six bridges in Kentucky. Inspired by evolutionary game theory, the biological game of replicator dynamics is investigated for vibration control of bridge structures subjected to earthquake excitations. Replicator dynamics can be interpreted economically as a model of imitation of successful individuals. This paper uses replicator dynamics to reduce vibrations while optimally allocating the control device forces. The control algorithm proposed is integrated with a patented neural dynamic optimization algorithm to find optimal growth rate values with the goal of achieving satisfactory structural performance with minimum energy consumption. A model is described for hybrid vibration control of smart highway bridge structures subjected to earthquake loading.

The report details the planning, design, and construction of the retrofit measure on the KY 583 Bridge (047B00072N), which traverses the Bluegrass Parkway in Hardin County, Kentucky. Reinforced concrete girders within the span over the eastbound Bluegrass Parkway of the bridge had cracks that led to concrete delamination and deterioration of the girders.

To remedy the problem, triaxial carbon fiber reinforced polymer (CFRP) fabric sheets were selected to perform a retrofit due to their strength, conformability, and flexibility. The report details the pre-construction monitoring, planning and design, and construction of the retrofit measures on the US150 bridge over Beech Fork River in Nelson County, KY and Cartwright Creek bridge on the border of Washington-Nelson County, KY. All reinforced concrete girders of the five-span Beech Fork River bridge and three-span Cartwright Creek bridge of deck-girder construction had developed diagonal cracks near or at the transition of the variable-and-constant depth regions.

This report contains the analysis and retrofit of a steel truss bridge on KY 974 over Howard Creek in Clark County, Kentucky. The bridge had major corrosion and damage to the steel stringers, along with cracking and leaching occurring in the concrete bridge deck. The retrofit involves the replacement of the corroded steel stringers and the damaged concrete bridge deck. The original concrete deck was removed and replaced by light-weight high-strength aluminum deck panels. Remote sensing devices have been implemented on the I-64 Bridges over US60 in Franklin County, KY. One of the girders in the westbound bridge has been previously repaired due to unexpected fatigue cracking. The exterior girder in the eastbound bridge has shown signs of impacts due to the traversing trucks on US60. Sensing and recording devices such as strain and temperature gauges, infrared sensors, ultrasonic height detectors, and an accelerometer have been installed. The current AASHTO equations for barge impact loads are based on scale models of barges, and may not accurately predict impact loads on bridge piers. The results of this study produce more realistic flotilla impact design loads, potentially leading to a reduction in construction costs of bridges over navigable waterways. Bridge piers located in navigable inland waterways are designed to resist impact forces from barges and flotillas in addition to other design considerations (e.g., scour, dead and live loads, etc.). The primary design tool for estimating these forces is the AASHTO Guide Specification which provides a simple hand calculation method for determining an “equivalent impact force”. This report outlines a rating system and details an evaluation procedure for the seismic evaluation of highway bridges. These processes are later used to investigate the structural integrity of selected highway bridges on and over the parkways in Western Kentucky. A total of 349 bridges were rated with the bridge ranking system, and 17 were selected for detailed seismic evaluation.

Invisible soluble salts present on steel highway structures can act to promote corrosion even after maintenance painting. Soluble salts include chloride, nitrate and sulfate ions. Soluble salts found on bridge decks and roadways are the result of usage of deicing salts (chlorides), and the deposition of atmospheric pollution (nitrates and sulfates) on exterior surfaces. Typical pollution-related sources of soluble salts are coal-fired power plants, refineries, farming operations, vehicle emissions, and chemical plants. Fatigue analysis was performed on AASHTO category E welded connections on the southbound I 75 bridge over the Kentucky River at Clays Ferry, Kentucky. That analysis was based on the stress-range histogram data provided by Law Engineering of Louisville, Kentucky. That data were obtained from strain gages installed at 6 test locations on the downstream truss.

The fatigue analyses consisted of safe-life and fatigue-crack growth analyses. Safe-life predictions were based on AASHTO fatigue design (SN) curves. The report presents a historical perspective of the Transportation Cabinet's bridge deck construction and maintenance efforts directed toward increasing bridge deck durability.

Bridge decks crack in specific patterns that primarily depend upon bridge designs. Normal deck cracking is due to load-induced and thermal effects. Each type of cracking has a distinct pattern.

One-hundred and nineteen experimental bridge deck overlays were inspected. Included were 9 membrane bridges, 87 latex concrete overlays and 23 low-slump overlays.
