The problems associated with software development and use are investigated from a management point of view. Having identified the critical aspects of effective software management, an approach is suggested for the creation and implementation of a software quality assurance program, Particular attention is focused on the concept of Life Cycle Procurement as currently utilized by the Department of Defense. The research was accomplished in two phases.
