This report provides a comparison between the 7th Edition (2020) Florida Building Code, Energy Conservation (FBC-EC) and 2021 International Energy Conservation Code (IECC), based on approved 2018 to 2021 IECC changes included in the International Code Council's Complete Revision History to the 2021 I-Codes document. The first part of this study involved developing code change listings based on the Revision History document that identify changes that have potential energy and cost impacts. This report provides comparison of the commercial provisions of the 7th Edition (2020) Florida Building Code, Energy Conservation (FBC-EC) with the 2021 International Energy Conservation Code (IECC) and ASHREA 90.1-2019. The first part developed code changes listing identifying energy and construction cost impacts. The second part analyzed energy and energy cost savings potential of the 2021 IECC and the 2019 ASHRAE 90.1 compared to the 2020 FBC-EC using prototype buildings energy model and simulation. The DOE Code Survey conducted for this project was launched on 2/18/2020 and closed 3/20/2020. There were 907 participants responding to at least some portion of the 48 question survey, though some questions received poor attention. Note that the number of responses to each question varies by design and depends on answers to prior questions. Further, multiple answers are sometimes allowed.

This paper was presented at the 2015 Behavior, Energy and Climate Change Conference (BECC). New and more stringent building energy codes are implemented with the assumption and expectation that significant energy conservation will occur. While simulation and various analysis methodologies may be reasonably sound at estimating the energy impact, the actual impact is largely dependent upon new code enforcement and occupant behavior. The EnergyGauge HERS software tool is used to examine the 2012 IECC Standard Reference Design (IECC SRD) configuration for three-bedroom, one-story 2000 ft2 and three-bedroom, two-story 2,400 ft2 single-family homes in sixteen representative U.S. cities. The energy use of the 2012 SRD homes is compared against the energy use of homes complying with the 2015 IECC using the ERI compliance method. HERS simulations for each home are conducted for both a best case home orientation and a worst case home orientation. The Florida Solar Energy Center conducted research into the effectiveness of the Florida energy code to reduce energy use in residential buildings. FSEC examined two groups of homes: those built to the 1984 energy code (June 1,1984-1985) and those built to the 2007 with 2009 supplement energy code (March 1, 2009-2010). This report discusses data collection methods, analysis and results that focus on comparisons of measured energy use and house characteristics between both code periods.

A multi-faceted Florida Energy Code compliance methods, tools and field verification training program was established that included development of two instructor-led and two web-based courses, instructor training and course development support, and training of building officials and contractors throughout the state.

Separate instructor-led commercial and residential 2010 Florida Energy Code compliance courses were developed for train-the-trainer class use, and existing instructor-led blueprints data collection and energy code software courses were redeveloped as web-based courses.

The project Implemented ASHRAE 90.1 2004 into Florida's compliance tool, EnergyGauge, to allow inclusion of the methodologies and rule sets of ASHRAE 90.1-2004. The project also implemented IECC 2003 into Florida's compliance tool to allow inclusion of the methodologies of Chapters 4, 5, and 6 of the International Energy Conservation Code 2003 (IECC 2003). Field testing was completed in 40 central Florida homes (built after March 1, 2002) to examine compliance with the balanced return air, duct leakage, and combustion/dilution air requirements of the Florida Mechanical Code. The Florida Department of Community Affairs has contracted with the Florida Solar Energy Center (FSEC) to review the current infiltration practices of the Florida Energy Code to determine, based on analysis of the best currently available infiltration data, whether there is need for three infiltration practices, and to make recommendations of what "point multipliers" should be applied to the infiltration practice(s). An advisory committee of industry, utility, and research representatives was formed to review the findings of the project and express opinions about the form the infiltration practices should take.
