The recent foundering of the Costa Concordia in January 2012 demonstrated that accidents can occur even with ships that are considered masterpieces of modern technology and despite more than 100 years of regulatory and technological progress in maritime safety. This report presents an optimal control methodology designed to reduce the electrical consumption and operating costs at Army water supply pumping stations. The methodology, contained in a computer program called Optimal Control of Pumping Stations (OCOPS), enables water utility managers and operators to reduce the electrical consumption at pumping stations while maintaining adequate storage and system pressures for fire protection. OCOPS can be applied to any water distribution system and is not limited to any number of pumps, pump stations, or storage tanks within the system. This report presents the of seismic evaluation of the Ohio river bridge on US51 at Wickliffe, Kentucky. The main bridge is a five-span single-deck cantilever through-truss type. The approach bridge has 21 spans on the Kentucky side and 6 spans on the Illinois side. Although this bridge has not yet been subjected to a moderate or major earthquake, it is situated within the influence of the New Madrid seismic zone. This report contains the analysis and retrofit of a steel truss bridge on KY 974 over Howard Creek in Clark County, Kentucky. The bridge had major corrosion and damage to the steel stringers, along with cracking and leaching occurring in the concrete bridge deck. The retrofit involves the replacement of the corroded steel stringers and the damaged concrete bridge deck. The original concrete deck was removed and replaced by light-weight high-strength aluminum deck panels. This report investigates the application of various reinforcement types in concrete bridge decks as potential replacements or supplements to conventional steel reinforcement. Traditional epoxy coated reinforcement (ECS), stainless steel clad (SSC) reinforcement, MMFX microcomposite reinforcement, and carbon fiber reinforced polymer (CFRP) reinforcement were evaluated. Tests were conducted to determine the material properties of each reinforcement type. Full-scale two-span reinforced concrete deck specimens were load tested to evaluate their performance. This report (KTC-07-02/SPR246-02-1F) provides an overall summary on the seismic investigative study performed on bridges on/over the five parkways in Western Kentucky. The comprehensive study was further divided into the followings tasks, each reported separately as follows:

(1) The first report of this study (KTC-07-03/SRP246-02-2F) involved data collection and field inspection of bridges on/over the parkways. The resulting inventory contains data of three hundred fifty-one (351) bridges on/over the parkways, detailing their construction type, soil profile, present condition, etc.

Two prestressed concrete (P/C) I-girder bridges along the coal haul route system of Southeastern Kentucky were constructed with a 50 degree skew angle. One of the bridges has concrete intermediate diaphragms, while the other bridge has no intermediate diaphragms. Bridges of similar design along coal haul routes have experienced unusual concrete spalling at the interface of the diaphragms and the bottom flange of the girders. The purpose of this report is to identify the cause of the damage, and to evaluate the effectiveness of intermediate diaphragms.

The primary objective of this study was to analyze the concrete pavement system under nonlinear temperature distribution and vehicle wheel loading. The jointed concrete pavement system consists of concrete slabs with transverse and longitudinal joints, dowel bars (across transverse joints), tie bars (across longitudinal joints), subbase and subgrade soil. The ground-motion hazard maps and time histories for three earthquake scenarios, expected earthquakes, probable earthquakes, and maximum credible earthquakes on the free surface in hard rock (shear-wave velocity >1,500 m/s), were derived using the deterministic seismic hazard analysis. The results are based on (1) historical observations, (2) instrumental records, and (3) current understanding of the earthquake source, recurrence, and ground-motion attenuation relationship in the central United States. Time histories of hypothetical earthquakes, along with their peak-particle accelerations, and 0 and 5 percent damped response spectra are developed as guidelines for the seismic design of highway structures and bridges within Kentucky. The time histories are derived through the use of random vibration analyses, and take into consideration the probability of earthquakes from nearby seismic zones, the attenuation of ground motions with distance in the Central United States, and the possibility of a random event occurring outside of the generally recognized zones of seismicity in the area. This report presents the baseline modeling of the Owensboro cable-stayed bridge which connects Owensboro, Kentucky and Rockport, Indiana over the Ohio River. The objective of this study is to establish the bridge baseline model via the dynamics-based technique and finite element method. The scope of research includes finite element modeling and modal analysis, field free vibration testing, finite element model calibration using field test results, and cable dynamic testing and modeling. The current American Association of State Highway Traffic Organizations (AASHTO) Guide Specification for Collision Design of Highway Bridges provides three statistical methods(methods I, II, and III) for determining the design vessel for impact analysis. These methods focus mainly on ship impact and not on barge impact design for bridges susceptible to vessel (ship or barge) impact. This is due to the tremendous variation in flotilla sizes, barge types, and barge sizes. This study presents an analysis procedure by which the statistical design methods of the AASHTO Guide Specification can be applied to inland waterway bridge design.

The focus is on slope or embankment stability and liquefaction potential of embankments of bridges along I-24 in Western Kentucky. A rating system is derived to assist in identifying and prioritizing bridge embankments that are susceptible to failure during to projected seismic events. Embankments of one hundred and twenty seven (127) bridges along I-24 in Western Kentucky are evaluated for 50-year and 250-year seismic events. Although motorcycles represent only 2.8% of all registered vehicles in the state of Ohio, motorcycling accounts for more than 13% of Ohio highway traffic fatalities. The aim of this paper was to analyze traffic crash data by using a simplified method in determining significant factors that increase the risk of a motorcyclist being fatally injured once involved in a motorcycle crash in Ohio. The concept of overrepresentation, which is similar to relative risk, was used in identifying significant variables associated with the elevated risk of a motorcycle crash resulting into a fatality. The overrepresentation factor (ORF) was calculated for each variable of interest.
