The city of Portland, Oregon has experienced an unprecedented reduction in tourism due to the COVID-19 pandemic. This reduction in tourism has had a negative impact on all businesses in the area. This paper provides a methodology and tool that can be used to help local businesses potentially gain patrons, and at the same time help visitors in maximizing their time while minimizing costs. when visiting the city after the pandemic abates.
